Tenders are invited for Technical Assistance to Support the Implementation of A "Delivery Unit" within the Ministry of Investment Development and International Cooperation.

The Government of the Republic of Tunisia has received a grant from the African Development Bank to finance the technical assistance project to support the Ministry of Investment Development and International Cooperation (MDICI) in the implementation of `a Delivery Unit`.

The overall objective of the project is to strengthen the MDICI`s advisory and monitoring capacity in the implementation of international cooperation projects and programs by ensuring greater efficiency and effectiveness in carrying out its missions.

The specific objectives of the project are:

i. The establishment of the "Delivery Unit" a structure attached to the cabinet of the Minister in charge of the functions of monitoring the implementation of projects and programs financed in the framework of international cooperation through the implementation of the Delivery Dashboard which will be a management, monitoring-evaluation and decision-support tool at MDICI that provides regular and relevant information on the physical and financial progress of projects, the achievement of the objectives assigned, the difficulties encountered and the corrective and unblocking actions.

ii. Capacity Building for MDICI Executives and Executing Agencies Designated by the DE

The project is divided into two components:

1- Implementation of the Delivery Unit and an Executive Dashboard.

2- Capacity building and introduction of pilot follow-up for priority projects by the ED.

The planned acquisitions to be financed through the Grant are as follows:



Non-intellectual property and services:

a) Acquisition of three laptops and 5 tablets.

b) Logistical organization of training of MDICI officials and Ministries involved.

c)Dashbord hosting.

Consulting Services:

a) Senior Project Manager Recruitment.

b)Recrutement expert Junior Delivery Unit.

c) Recruitment of a Dashboard and ICT expert.

d) Recruitment of a training expert.

All acquisitions of the project will be in accordance with the Framework for e procurement for operations financed by the Bank Group, in October 2015. Specifically, the acquisition of goods will be based on the procurement system Tunisia in accordance with Decree No. 2014-1039 of 13 March 2014 on the regulation of public procurement using national specifications; the consultancy services will be in accordance with ADB methods and procedures using Bank Solicitation Documents (DS).
