Expression of Interest are invited for Technical Assistance Project for the Implementation of the PNDES 2016-2020.

The Government of the Republic of Guinea has received a grant from the African Development Fund (ADF) to contribute to the financing of the Technical Assistance Project for the implementation of PNDES 2016-2020. As such, it is expected that a part of this donation will be used to finance the recruitment of one (1) International Consultation on behalf of the Ministry of Planning and Economic Development.

This recruitment aims to provide:

• Provide strategic advice to the Minister of Planning and Development

Economical for the effective implementation of its engagement letter, particularly in the following areas: (i) statistical production; (ii) macroeconomic analysis and forecasts; (iii) the exercise of the functions of PPBSE; (iv) dialogue with partners; and (v) the visibility of departmental actions.

• Support the Executive Secretary of PNDES (SE / PNDES) in defining the modalities of the ST-PNDES: Coding Techniques internal procedures; (iii) Development, implementation, monitoring and evaluation of the Work Plans

Annual budgets of ST-PNDES.

• Contribute to the design and implementation of the monitoring and evaluation tools of the

PNDES: (i) schedule of PNDES reviews at the different levels of the Institutional Monitoring and Evaluation Facility; (ii) results indicator matrix; (iii) standardization of monitoring and evaluation methods; and (iv) standard pattern of subreports.

• Assist the Executive Secretary of the PNDES, according to the predefined calendar, in the preparation for the organization of the Thematic, Technical and Plenary Journals.

• Establish a pool for recruited International Experts and assign it the mission of designing a knowledge transfer plan for the benefit of National Experts.

• Supervise the pool of International Experts and contribute to the evaluation of their performance both in terms of the animation of the Institutional Monitoring and Evaluation System, the implementation of the National Program for Capacity Building (PRONAREC) that 'at the level of knowledge transfer.

The recruited consultant will be based at the Ministry of Planning and Economic Development and as needed at the AfDB Country Office in Guinea.

INTERNATIONAL CONSULTANT FOR THE PNDES 2016-2020:

Expert in Resource Mobilization and Public Investment Management

The Government of the Republic of Guinea has received a grant from the African Development Fund (ADF) to contribute to the financing of the Technical Assistance Project for the implementation of PNDES 2016-2020. As such, it is expected that a part of this donation will be used to finance the recruitment of one (1) International Consultation on behalf of the Ministry of Planning and Economic Development.

This recruitment aims to provide:

• Support the National Directorate of Public Investments to optimize the use of the integrated platform for information, programming, monitoring and evaluation of public investment programs and projects.

• Contribute to the design and implementation of monitoring tools for the implementation of programs and projects: (i) results indicator matrix; (ii) standard templates for periodic sub-reports to monitor the implementation of programs and projects.

• Draft preliminary versions of the sub-reports for monitoring the implementation of programs and projects.

• Support the identification of the projects or investment programs targeted by the advertisements and ensure their inclusion in the budget documents: CBMT / MTEF and the state budget.

• Support the National Directorate of Cooperation in defining a coherent strategy for concretizing the financing announcements of the Consultative Group; medium-term mobilization;

• Contribute to the implementation of the activities contained in the ad fulfillment roadmap, including : (i) the management of the ad database, (ii) the animation of the website dedicated to the monitoring of commitments; (iii) integration of financial commitments into programmatic documents. Support the head of the functional unit of follow-up in the preparation and the organization of the methodological workshops and validation of the products of the functional unit.

As such, it is expected that a part of this donation will be used to finance the recruitment of one (1) International Consultation on behalf of the Ministry of Planning and Economic Development.

This recruitment aims to provide:

• Support the National Direction of the Plan and Prospective in the definition of the operating modes of the Functional Follow-up Unit: (i) elaboration of the terms of reference of the Functional Follow-up Unit, including the description of the internal technical procedures ; (ii) development, implementation, monitoring and evaluation of

Annual Budgeted Work Plans of the Functional Follow-up Unit;

• Contribute to the design and implementation of tools for monitoring macroeconomic performance and structural reforms: (i) PNDES macroeconomic indicators matrix; (ii) program performance monitoring tools supported by the ECF; (iii) tools for monitoring the performance of budget support programs; (iv) standard templates for periodic sub-reports for monitoring macroeconomic management and structural reforms;

• Participate in the preparation and conduct of ECF Program Review missions and other macroeconomic support programs;

• Contribute to the design and implementation of monitoring tools for living conditions and Sustainable Development Goals: (i) social indicators and development results matrix of the PNDES; (ii) system for collecting, processing and analyzing living conditions; (iii) standardization of monitoring and evaluation methods; (iv) standardtemplates of periodic monitoring reports on living conditions and Sustainable Development Goals;

• Draft preliminary versions of PNDES performance sub-reports on living conditions and achievement of the Sustainable Development Goals.
