Expression of Interest are invited for Technical Assistance for Component A: Disbursement Indicators (LOIs).
Technical Assistance for Component A: Disbursement-Related Indicators (DID)

The consultant services include the formulation of an independent opinion on the status of the disbursement indicators based on the audits conducted in accordance with the details of the verification protocol annexed to the terms of reference. Specifically:
• Conduct spot checks with taxpayers if necessary to ensure that a census of
taxpayers has been completed and the census report has been produced under the OLI 1 indicator;
• Review data from the DGI / SGTAS information system to ensure that the minimum target of the lLO 4 indicator has been met. (At least 4% of small taxpayers use mobile payment);
• Check the ASYCUDA report and perform spot checks as needed to ensure that no more than 90% of the
imported goods are physically inspected (OLA 5);
• Verify that the MFB has issued the necessary regulations (in accordance with the appropriate legal procedures in Chad) mandating the adoption of the procedure for a risk-based inspection as a result of the indicator 6 result.
The mission will last a maximum of 15 working days including the submission of the final report.

The Permanent Technical Secretariat of PAMFIP (STP-PAMFIP) as a management unit of ProMoGRI, invites interested consulting firms to express their interest in providing the services described above. Interested Consultants (Firms) must provide information demonstrating that they have the required qualifications and experience relevant to the performance of the Services. The criteria for the establishment of the shortlist are:
- at least 5 years of experience of the firm in the field of Monitoring - Evaluation;
- Strong knowledge in the organization or reform of public finance management, especially in
Francophone African countries ;
- Experience of the firm in monitoring indicators;
- Knowledge of the tools of results-based management preferable;
- French read, spoken, written obligatory.
It is brought to the attention of Consultants that in the context of the Services that are the subject of this Request for Expressions of Interest, the provisions of paragraphs 3.14; 3.16 and 3.17 of Section III of the "World Bank Procurement Regulations for Borrowers seeking Financing Investment Projects - July 2016" relating to the World Bank conflict of interest to be observed.
Consultants can partner with other firms to strengthen their respective skills in the form of a solidarity group or a subcontractor agreement.
A Consultant will be selected according to the Consultant Qualification method as described in the "Regulations".
