Expression of Interest are invited for Support Project for CIMA-Consulting Services for Technical Assistance.

The General Secretariat of the Conference Interafricaine des Marches d'Assurances (CIMA) has received funding from the French Development Agency (AFD), and intends to use a portion of these funds to make payments for the services of a private insurance firm. technical assistance to the CIMA Support Project (CZZ 2198 01H).
The financing agreement for the CZZ 2198 01H project was signed on March 2nd 2017 between the General Secretariat of CIMA and AFD in order to achieve the following objectives:
1. the consolidation and consolidation of the market by strengthening the supervisory capacity of CIMA and the National Insurance Directorates (DNA) of 5 target countries (Burkina Faso, Cameroon, Ivory Coast, Gabon and Senegal); and the evolution and compliance of supervisory practices with international standards;
2. adaptation of the regulatory framework for reinsurance, insurance and inclusive insurance activities;

As part of the project, the services of the consultant, which will be spread out over a period of 5 years, will be aimed at:
1. support to change in order to be able to structure the reforms targeted in terms of regulation and supervision (risk-based supervision, transparency in the decision-making processes of the Regional Insurance Control Commission, the Committee of Experts, and the Council of Ministers Insurance, capacity building of DNA to make them operational relays of the General Secretariat of CIMA, etc.);
2. procurement assistance that will support the CIMA General Secretariat in accordance with AFD procurement guidelines;
3. regulatory advice (financial regulation, insurance and supervisory structuring);
4. information and management system advice.

The project management assistance (AMO) will be entrusted to a single firm with international expertise in regulation and being able to coordinate all of these expertise.
The General Secretariat of CIMA invites the consultants to express their interest in providing the services described above.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the award of contracts financed by AFD in foreign states", available online on the AFD website www. .afd.fr.
Interested firms must produce information demonstrating that they are qualified and experienced to perform the present services. As such, they will justify that they have recent and similar service references.
If a grouping or consortium of firms is formed, the expression of interest must include:
- a copy of the grouping agreement concluded by all its members or
- a letter of intent to constitute a grouping in the where its proposal would be accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The similar nature of the experiments will be analyzed in particular according to the following criteria:
- size of the markets;
- nature of services: technical assistance, capacity building, change support;
- field and technical expertise: insurance, actuarial science, finance, regulation, information system.
The General Secretariat of CIMA will also examine the relevance of the expressions of interest with regard to the following criteria:
- qualifications, certifications and professional experience of the consultants with regard to the areas of expertise to be implemented;
- quality assurance procedures and certifications of the consultant.
The General Secretariat of CIMA will draw up a shortlist of up to 6 candidates, pre-selected on the basis of applications received, to whom it will send the Request for Proposals for the completion of the required services.
