Tenders are invited for Support for Anperient Selection of Operators for the Operation of Thirteenth Mini Photovoltaic Networks in Niger.

The Ministry of Energy and the Nigerian Agency for the Promotion of Rural Electrification (ANPER) have, in the framework of the implementation of the Government's rural electrification policy, constructed thirteen (13) mini- Photovoltaic networks supply rural communities.

ANPER's mission is to develop rural electrification, especially throughout the national territory, and to train operators to operate the installed electricity infrastructure.

For the effective management of these mini-grids and others in progress, ANPER asked the Center for Renewable Energies and Energy Efficiency of ECOWAS (ECREEE) for support to develop and implement a sustainable solution to the exploitation of these mini-grids. This support consists of: i) taking stock of equipment and facilities, ii) assessing the additional demand for electricity from local populations, iii) proposing a solution to meet the additional demand, iv) evaluating possible densification and / or extension low-voltage mini-grids, v) estimate the costs of additional investments, vi), assess the ability / willingness of users to pay.

ECREEE has responded favorably to ANPER's request and is committed to providing technical assistance (TA) with funding from USAID, German cooperation and the European Union through the provision of international experts, regional and / or national.

In this context, the recruitment of a Consultant is necessary to ensure the following:

· assistance to ANPER in assessing the state of play of the 13 mini-grids;

· development of sustainable solutions for rehabilitation (if necessary), expansion of production systems and / or distribution of electricity (if necessary) and exploitation of mini-grids.

· The Consultant, under the supervision of the project manager designated by ANPER, must carry out specific tasks such as:

· review the project documents;

· Hold a kick-off meeting with the Coordinating Committee where it will present the detailed methodology and timetable of the mission, as well as the data collection template template at the mini-network level;

· visit each of the 13 mini-grids and localities;

· propose technical solutions to meet the additional demand;

· evaluate a possible extension of mini-grids;

· make recommendations for sustainable use of mini-grids.

The consultant will be fully responsible for carrying out the assignment. It will provide the necessary specialists, support structures and logistics in quality and quantity for the execution of its mission.
