The Mauritanian State obtained a loan from the Islamic Development Bank (IDB) to finance the cost of the " Agricultural Transformation Support Project in Mauritania ( PATAM ) and it is expected that part of the sums granted under this loan will be used to make the payments provided for under the contract for “ Development works for the irrigated perimeter of REGBA (1, 575ha) ” in two (02) separate lots. All bidders from countries meeting the origin criteria as defined in the Rules of Procedure for the Procurement of Goods and Works are admitted to compete.


The PATAM coordination and management unit is launching a call for tenders for the development of the REGBA irrigated perimeter (1, 575ha). This work concerns:
Lot 1: Hydro-agricultural development works of the irrigated area of ??Regba of 1575 ha in three independent blocks; and Lot 2: the recalibration of the Koundi-Diou-Ngalang-Koundi axis on 25, 500 ml and resumption of the Diou control structure.



The tendering procedure will be International Call for Tenders reserved for IsDB Member Countries (AOI / PM)] as defined in the Guidelines for the Procurement of Goods, Works and Related Services in the Framework of Funded Projects by IsDB, April 2019 Edition, (the “Guidelines”), and open to all applicants from eligible countries as defined in the Guidelines. Potential candidates are also invited to read Clauses 1.18 to 1.21 of these Guidelines regarding IsDB rules on conflicts of interest.


Eligible and interested bidders can obtain information and review the Tender documents from the PATAM Coordination Unit, Tel: (222) 22 00 78 94/46 41 91 84 and Email: sidiouldismail @ yahoo .fr during office hours from Monday to Thursday from 9 a.m. to 4 p.m. and Friday from 9 a.m. to 11 a.m.


Interested bidders can obtain the complete Invitation to Tender File as of 01/15/2021 by making a written request to the address mentioned above against a non-refundable payment of twenty thousand Mauritanian Ouguiyas (20, 000 MRU) . The method of payment will be direct deposit in one of the counters of the Public Treasury of Mauritania . The tender dossier will be given to the tenderer`s representative against the original copy of the receipt for the non-refundable payment .
Bids must be accompanied by a bid security for an amount of:
Lot 1: Eight million Ouguiyas (8, 000, 000 MRU); and Lot 2: Three million two hundred thousand Ouguiyas (3, 200, 000 MRU) or their equivalent in a freely convertible currency. This guarantee must be valid for one hundred and forty-eight (148) days from the date of submission of tenders.

A tenderer can apply for all the lots and be awarded more than one lot.



The completion period for the work is: Lot 1: fourteen (14) months; and Lot 2: six (06) months.



7 The qualification requirements are:



Submission of certified financial statements for the last three (03) years demonstrating the current strength of the candidate`s financial position and long-term profitability.
Have a minimum average annual turnover from construction activities of:
Lot1: Five hundred and thirty million three hundred and nineteen thousand Ouguiya (530, 319, 000 MRU ); and Lot2: Five hundred and thirty-nine million five hundred and sixty-nine thousand Ouguiya (539, 569, 000 MRU). These turnover must correspond to the total of the mandated payments received for the contracts in progress or completed during the last ten (10) years.

The Tenderer must also show that he has access to financing such as liquid assets, unencumbered assets, lines of credit, other than the possible start-up advance, up to: Lot1: One hundred and twenty-one million two hundred and sixteen thousand Ouguiya (121, 216, 000 MRU); and Lot2: Eighty-nine million nine hundred and thirty thousand Ouguiya (89, 930, 000 MRU).
Have effectively performed as a contractor, or subcontractor in at least two (02) contracts over the last ten (10) years with a minimum value of: Lot1: Four hundred and twenty-five million Ouguiya (425, 000 000 MRU); and Lot2: Four hundred and thirty-two million Uguiya (432, 000, 000 MRU). This work must be satisfactorily performed and substantially completed, and which is similar to the proposed Work. Similarity will be in physical size, complexity, methods / technologies or other characteristics as described in Section IV, Submission Forms .

9. The bid opening will take place at the headquarters of the Rural Sector Public Procurement Commission, at the address above, on March 03, 2021 at 12 hours GMT.



The opening of the folds will be done in two stages. First of all, opening of technical envelopes and administrative files; and then, opening of the financial folds. Each of the openings of tenders is public and will take place in the presence of the tenderers who wish to attend.



10 Each tenderer must, at his own expense, participate in the site visit in order to personally assess the consistency and the difficulties of the work. The site visit will be conducted in a single time by the PATAM on 02/11/2021 from 10:00 GMT . The starting point of the visit is the city of Boghé. A certificate of visit signed and sealed by the PATAM project coordinator will be given to the participant and must be attached to the submission.
