Tenders are invited for Supply of Thermal Offset Plates and Chemical Printed Products for the Replacement of the Stock Used for Production Electoral Equipment for Legislative and Municipal Elections from 09 February 2020 to the Society of Press and Publishing of Cameroon (Sopecam.

1. Object
The Press and Publishing Company of Cameroon (SOPECAM) launches an International Open Call for Tenders in emergency procedure N ° 02 / AOIO / SPE / CIPM / 2020 of February 20, 2020 for the supply of thermal offset plates and chemicals printing works for the replacement of the stock used for the production of electoral material for the Legislative and Municipal Elections of February 09, 2020.

2. Consistency of the services
The supplies that are the subject of this Invitation to Tender are as follows:
A. PTC thermal offset plates
- CTP thermal offset plates for KBA Comet rotary presses;
- CTP thermal offset plates for SM sheet presses.
B. Printing chemicals
- Offset plate developer
- Regenerator of offset plates
The detailed characteristics of the supplies to be delivered are provided in the Technical Specifications (CST), part N ° 05 of the Tender Documents (CAD).

3. Estimated cost
The estimated cost is four hundred million five hundred fifty thousand (400, 550, 000) CFA francs inclusive of tax, distributed by lot as follows:
Lot N ° 1 : two hundred million two hundred seventy-five thousand (200, 275, 000) CFA francs including tax
Lot N ° 2 : two hundred million two hundred seventy-five thousand (200, 275, 000) CFA francs including tax

4. Delivery time
The Contract to be awarded at the end of this Invitation to Tender will be executed according to the lot within the following deadlines:
Lot N ° 1 : ninety (90) days
Lot N ° 2 : ninety (90) days
These deadlines are counted from the date of notification of the start-up service order or that contained in this service order. The place of delivery is fixed at the headquarters of SOPECAM in YAOUNDE for each of the lots.

5. Allotment
The supplies are divided into two (02) lots as follows:
Lot N ° 1
- Seventeen thousand nine hundred and seventy (17, 970) CTP thermal offset plates for KBA Comet rotary presses;
- Seventeen thousand nine hundred and seventy (17, 970) CTP thermal offset plates for SM sheet presses;
-Nine thousand twenty (9, 020) liters of Offset Plate Developer;
- Seven thousand two hundred and twenty (7, 220) liters of Offset Plate Regenerator.
Lot N ° 2
- Seventeen thousand nine hundred and seventy (17, 970) CTP thermal offset plates for KBA Comet rotary presses;

6. Participation and origin
Participation in this call for tenders is open to companies with proven experience in the marketing of printing thermal plates and chemicals.

7. Financing
The supplies that are the subject of this Invitation to Tender will be financed by SPECIAL AID FROM THE STATE FOR THE MEDIA COVERAGE OF LEGISLATIVE AND MUNICIPAL ELECTIONS OF 2020.

9. Acquisition of the file
The file can be obtained from the Markets Service of the Press and Publishing Company of Cameroon in Yaoundé as soon as this notice is published, during working hours, upon presentation of the payment receipt, to account N ° 335 988 opened at the Banque Internationale du Cameroon for Savings and Credit (BICEC) in favor of the “Special Assignment Account CAS ARMP), of the non-refundable sum of one hundred ninety thousand (190, 000) CFA francs .

10. Submission of tenders
Each offer, written in French or in English in seven (07) copies including one (01) original and six (06) copies marked as such and in accordance with the instructions of the DAO, must reach the Market Service of the Press Company and Cameroon Editions in Yaoundé, located Boulevard de l OUA, PO Box 1218 Yaoundé no later than March 26, 2020 at 12 noon local time, in three (03) internal and separate envelopes identifying:
- Envelope A: administrative offer;
- Envelope B: technical offer;
- Envelope C: financial offer.
These three (03) envelopes will be contained in a fourth and must imperatively bear the one and only following mention:

11. Provisional security
Each tenderer must attach to his administrative documents a refundable tender deposit produced by a first-rate financial institution, approved by the Ministry in charge of Finance of Cameroon and the list of which appears in this DAO (Exhibit 12), and the amount of which is defined as follows:
- Lot N ° 1 : four million five thousand five hundred (4, 005, 500) CFA francs;
- Lot N ° 2 : four million five thousand five hundred (4, 005, 500) CFA francs
The deposit must be valid for one hundred and twenty (120) days from the date of opening of tenders .
The tender deposit for unsuccessful tenderers will be released or returned to them no later than thirty (30) days after the publication of the results of the Call for Tenders by the Contracting Authority, at their request.
The bid bond of the candidate declared successful tenderer of the Contract will be released by deposit of the final bond provided for in article 13 of the Book of Special Administrative Clauses (Exhibit 4).

12. Admissibility of tenders
The required administrative documents must be produced in originals or certified copies by the issuing department or an administrative authority, as the case may be, in accordance with the provisions of the Supplementary Regulations for the Invitation to Tender. They must be valid, dated less than three (03) months or have been established after the date of signature of the notice of invitation to tender.
Any offer that does not comply with the prescriptions of the Tender Documents will be declared inadmissible.

13. Opening of bids
The folds will be opened in one step. Administrative documents, technical and financial offers will be opened in the SOPECAM conference room on March 26, 2020 at 1 p.m. local time by the Internal Procurement Commission.
Bidders can attend this opening session or be represented by a person of their choice duly authorized and having a perfect knowledge of the file.

14. Evaluation criteria
1 Elimination criteria
- Incomplete or non-compliant administrative file after expiration of the maximum period of 48 hours provided for by the regulations;
- False statement (s) or falsified document (s);
-Absence of a part of the technical offer or the financial offer;
-Absence of a certificate of financial capacity of the tenderer signed by his bank and in accordance with the model provided (Exhibit 10.4 of the DAO);
-Non-compliance of the proposed delivery time;
-Non-compliance of the technical specifications of the proposed supplies compared to the Technical Specifications;
-Absence of a quantified unit price in the financial offer;
-Non-compliance of the submission compared to the model provided;
-Lack of prospectus accompanied by the technical sheets of the manufacturer of the supplies offered;
-Non-compliance with at least four (4) out of five (5) essential criteria.
2.Essential criteria
- Presentation of the offer;
- Reference justified in the field (proof of having already executed at least one similar contract, for an amount at least equal to one hundred million (100, 000, 000) CFA francs [produce first and last pages copies of the signed contract + PV of receipt, or contract + invoice]);
- Consistency of the delivery schedule (detailed delivery schedule highlighting the different stages of the delivery process and indicating the deadline for each of the stages, as well as the overall deadline proposed);

The satisfaction of at least four (4) out of five (5) of the essential criteria is essential for the analysis of the financial offer.

15. Attribution
The contract will be awarded to the tenderer having satisfied all the eliminatory criteria, whose administrative and technical offers will comply with the specifications of the DAO, and presenting the lowest evaluated financial offer.
The Client reserves the right to cancel the Tender procedure and to reject all tenders at any time before the award, without incurring liability with regard to the tenderer (s) affected by the decision, or obligation to inform them reasons for his decision. In this case, the tenderers are invited to withdraw their offers within fifteen (15) days from the date of cancellation of the Contract. After this period, the offers will be destroyed.

16. Period of validity of tenders
Bidders will remain bound by their offer for a period of ninety (90) days from the deadline set for the submission of offers.
