Appendix 2 – Instructions To Bidder


These MNPs will be purchased under an EU funded project called Tubeho Neza (Better Living conditions). This project started in August 2018 and is being implemented in a consortium with Welthungerhilfe (WHH) Concern Worldwide and International Rescue Committee (IRC), with WHH are the lead agency. The programme seeks to contribute to the strengthening of the resilience of Burundian rural population in two communes of Cibitoke Province. It will support extreme poor households that are food insecure and have less than 50 acres of landholdings in communities with high concentration of IDPs and returnees. It will also implement a health and nutrition component with pregnant and lactating women and children under five with acute malnutrition. The MNPs will contribute with this latter objective of addressing malnutrition. As the leading specialist of nutrition in Burundi and for this project, Concern Worldwide will purchase all the MNPs for the three agencies on behalf of our Consortium.

Supplies/Services to be provided

Item Micronutrient powder, sachet

Quantity 291, 872 boxes. Each box should contain 30 individual sachets of 1g each.

Technical/Determinative Requirements:
All products must fully comply with technical requirements (Appendix 10) in line with the international WHO guidelines. Please provide the specifications of the item with your quotation. Standard shelf life: minimum 24 months

Packing: Strong export packing as per the specifications required. Please inform on weights of each package, total volume and weights of the total consignment.
Marking: All packages are required to be marked as per the specified marking (below)

Required documentation
Your company must be able to provide the following documents in case the contract is granted
to your company:
• Packing list (specify full details of goods, weights, volume)
• Pro Forma Invoice (stating: VALUE FOR CUSTOMS PURPOSES ONLY. WITHOUT COMMERCIAL VALUE)
• Commercial Invoice
• Certificate of Origin
• Waybill
• Certificate of Conformity
• Pre-Inspection Certificate

All the shipping documents must clearly indicate: “HUMANITARIAN AID”, Consignee address and description of the
goods. The consignee address is:

One full set of the original shipping documents must accompany the consignment. All the shipping details and copies
of all documents needs to be sent to the Consignee and to the Buyer at least 5 days prior to the arrival of the

Closing date and time for submission of tenders
All offers must be submitted no later than 31st December to the address specified above.

Timetable for provision
The items should be delivered as per the agreed shipment schedule. Please indicate in your offer, the best
binding delivery time of the items in weeks/months after the purchase order.

Please be advised that the arrival after the confirmed delivery date is subject to a deduction from
the invoice of 0, 2% of the value of the delayed items per day up to max 10% of the total value of the items.

This clause applies equally to the shortages as a result of loss or damages during the transit when the
supplier is responsible of the transportation. The supplier will be required to make good on these
shortages.

Language of offers
All offers should be received in English or French.

Period of validity of offers
All bids must be valid for a minimum of 3 months from the tender submission date.

Currency
All tender submissions should be received in Euro or USD.

Incoterms
The Incoterm relevant to the supply should be DAP.

Opening of tender
The opening of submitted offers will take place at the Concern Worldwide Burundi office situated at #1 Avenue du Large, Q. Kabondo, Bujumbura on 14th January 2020 at 10am in the presence of any and all bidders who so wish. The analysis of the offers will be done by a selection committee consisting of members from the three organisations in aforementioned Consortium, that being Welthungerhilfe, Concern Worldwide and International Rescue Committee.

Evaluation of tenders
Bids will be evaluated on three stags. The first stage is the Administrative stage where all documents will be checked and any and all suppliers who have not submitted all requested documents will not progress to stage 2. Stage 2 is the technical stage and all offers at this stage will be evaluated in line with the technical offer as per Annex 7 and Annex 10. Bids which have met with the administrative and technical compliance will qualify for the financial evaluation stage of the process.
Clarification meeting
Any explanation or clarification given to a bidder must be communicated to all other bidders regardless of whether they have requested the information. All clarifications/ questions should be in writing and addressed to alexis.nkurunziza@concern.net

Cancellation of the tender procedure
The cancellation of the tender process might take place in case of non-receipt of a minimum number of bids, a dramatic change in specification of the material, the costs exceeding budgetary limits.
