Tenders are invited for Supply, Installation and Commissioning of Equipment for the Single Window of the Land Title.

1. This international call for tenders follows the General Procurement Notice AGPM No. 011/2016 / OTR / CG / PAGFI / RPM of 06 June 2016, published on 08 June 2016 in the daily newspaper national Togo-Presse, June 10, 2016 in UNDB Online and on the website of the African Development Bank Group.

2. The Government of the Togolese Republic has obtained from the African Development Fund (ADF) under the Transition Support Facility (TAF), a donation and a loan in various currencies, for the financing of the Project. Support to Tax Governance (PAGFI). It is expected that a portion of the proceeds of the grant will be allocated to the eligible settlements that are part of the contract for the supply, installation and commissioning of equipment for the one-stop land title .

3. The Togolese Revenue Agency (OTR) through the Fiscal Governance Support Project Implementation Unit hereby invites eligible bidders interested in submitting their closed bids for the supply, installation and the commissioning of equipment for the single-window land title . All the material is made up of two distinct lots including:

Lot 1: Computer and office network equipment for the implementation of GUTF composed of:

at. Thirty-five (35) Type 1 Desktop Computers

b. Fifteen (15) Type 2 Desktop Computers

c. Fifty (50) Inverters

d. Twenty (20) Office Scanners

e.Quatre (04) Switchs Backbone

f.Seize (16) Switchs d’accès Poe

g. One hundred (100) Rj45 cat6 deserted cables of 3 m

h.Six (06) Modules SFP GLC-EX-SMD

Lot 2: Specific equipment for GUTF composed of:

at. One (01) All-in-one scanner A0 (plotter + scanner)

b. Ten (10) additional GPS + terrain log

c. Twenty (20) GNSS Pro Tablets

d. Ten (10) Total Stations

e. One (01) AutoCad 2019 Client-Server Software .

No variant is allowed. A Bidder may bid for all of the two (2) lots and be awarded both (2) lots if itmeets the cumulative qualification criteria set out in the International Bidding Documents (ITD). The place of delivery and installation of the equipment is the headquarters of the OTR in Lomé. The contract performance period is a maximum of sixteen (16) weeks (including installation and commissioning) per batch that can not be combined.

5. A complete set of bidding documents may be purchased by interested bidders at the addressabove against payment of a non refundable fee of one hundred thousand ( 100, 000) CFA francs for the whole Tender File.

6. The provisions in the instructions to tenderers and in the general conditions of the contract are the provisions of the tender dossier of the African Development Bank, procurement of goods and works, edition of September 2010 and updated in December 2017.

7. Bids must be submitted to the address below no later than the 09 July 2019 at 10:00 GMT and must be accompanied by a bank guarantee:
