Tenders are invited for Supply, Installation and Commissioning of Communication Terminals for Level Crossings.
A Submission Guarantee is required. Its amount is: 5, 000, 000 CFA francs (five million CFA francs) for lot 2..
1. As part of the rehabilitation of the Railway Transgabonais, the State made a loan from the French Development Agency (AFD) to finance its share in the Program of Upgrading (PRN), namely the rehabilitation of Rail Infrastructures.
The concessionaire of the Transgabonais Railway (SETRAG) in its role of Delegated Owner intends to use part of these funds made available by the State of Gabon through the AFD loan to carry out the payments under the Contract subject of this invitation to tender.
This call for tenders is referenced AOIO No: 17-09-18-AFD dated 20 September 2018 relating to the Securing of 20 crossings of the Transgabonais in 2 lots:
Lot 1:
Supply, installation and commissioning of equipment functional for level crossings.

2. SETRAG solicits closed bids from eligible bidders meeting the qualifications required to perform the above supplies and works.
The completion times of the works following the allotment are indicated in the Bidding Documents (DAO).
3. The award of the Contract shall be conducted by Open International Competitive Bidding (AOIO) as defined in the Procurement Guidelines financed by AFD with the particularity referred to above.
4. 5. Conditions of Qualification and Selection are:
The qualification requirements as indicated in the Open International Invitation to Tender and on the one hand the financial capacity, on the other hand the technical capacity and the experience are those listed under point 2 - Qualification - of Section III of the "Evaluation and Qualification Criteria". A margin of preference will not be granted to eligible bidders (see the call for tenders document for detailed information).
Bidders have the option of submitting a single Submission Guarantee for all of the prizes (in an amount equal to the cumulative amount of prizes) to which they bid.
The successful tenderer will be chosen on the basis of his qualifications and experience in the field of equipment supply including the installation and commissioning of railway crossings; his ability and ability to mobilize adequate human and material resources for carrying out the work within the time limits indicated; its solvency and financial capacity.
These criteria will be decisive for the selection. No factor that is not defined above may be used to judge the qualification of the Bidder.
6. A preparatory meeting will be held at SETRAG (General Directorate meeting room) on Tuesday, 09 October 2018 at 10:00. A visit of the works sites will be organized from 10/10/2018 to 12/10/2018 by the SETRAG Project Manager.
7. The Bidding Documents (DAO) will be sent by e-mail (E-mail: appel.offres@setrag.com) to the companies identified and likely to respond effectively to the objectives. No payment is required. Bids must be submitted to the address below no later than 28 November 2018 at 10:00 local time. The Late bids will not be accepted. The tenders will be opened in the presence of the representatives of the tenderers present in person at the address mentioned below on November 28, 2018 from 10:30 am
