Request for proposals are invited for Supply, Installation and Commissioning of Auto Reclosers.

1.1 INTRODUCTION The Eswatini Electricity Company intends to design, supply, install, test and commission of remotely controlled auto-reclosers at various points within the 11 kV distribution network. 1.2 OBJECTIVE The objective of this tender is to procure a contractor to design, procure and install the autorecloser systems in the areas to be identified and visited during the briefing meeting. 1.3 SCOPE OF WORK The scope covers the design, supply, equipment installation and commissioning of the autoreclosers. The scope highlighted below is a guide to the bidder and any tasks necessary to deliver the project as per the bidder’s design should be included in the scope to be submitted. 1.3.1 Design The following is to be done by the supplier. a. Prepare design drawings for the structure to replace the current auto-reclosers with fully remotely operated breakers. The same design to be also used in the proposed new sites. (One Standard Structure – To be used in all 18 structures). b. Design and install an earthing system where the earth resistance should be less than 5 ohms. c. Drawings to be approved by EEC prior to installation. d. Specify interface between pole mount Control Unit and Breaker e. Capture coordinates of the different points where the remotely controlled auto-reclosers will be installed and check for UHF signal availability in all the sites. f. Do frequency planning for UHF Data radios to be used for communication between SCADA – NCC and Control Unit. Note: In certain instances, use the nearest substation with UMUX Interface.
1.5 COMPANY PROFILE AND STATUTORY DOCUMENTS The proposal should have the following documents: ? Company profile ? List of at least 3 similar projects ? Three reference letters from previous and / or current clients ? Construction completion certificates of similar projects ? Composition of the team. It is necessary that the team leader be identified as well as the role to be played by any of the support team members. ? Curriculum vitae of key personnel ?
