Cabinda Province Agricultural Value Chains Development Project (PDCVAPC)

The Government of the Republic of Angola has received a loan from the African Development Bank to fund the “Cabinda Province Agricultural Chain Development Project (CPAVCDP)” and intends to apply part of the resources from this loan to eligible payments under the supply contract. financial products, credit line management and administration.

2. Project Objectives

The development objective of the Cabinda Province Agricultural Value Chain Development Project (PDCVAPC) is to contribute to food and nutrition security, job creation and shared wealth creation along the value chain of amenities. 3. Objectives of the Services

The overall objective of the services is to provide a sustainable financing mechanism to the 8, 000 beneficiaries for the development of agricultural value chains for selected products in Cabinda province.

4. Scope of Services

The Financial Institution will be responsible for the following:

i. Financial management, timely disbursement and loan recovery. The loan fund is $ 4, 000, 000 and the loans will be administered to small farmers, fish farmers, traders and

savings groups. The loans will be managed through a revolving loan account to be opened by the Financial Institution.

ii. Verification and processing of loan applications.

iii. Performance management and monitoring of revolving loan fund.

iv. Provide customer service and loan tracking through their branches, and established agencies in the four municipalities of Belize, Buco-Zau, Cacongo, and Cabinda

5. The Ministry of Agriculture and Forestry now invites eligible Financial Institutions to express an interest in providing these services, as detailed in the section called proposals below. Interested institutions should provide information indicating that they are qualified to perform the services (brochures, description of similar tasks, experience in similar conditions, availability of appropriate skills among staff, etc.). Institutions may set up joint ventures to increase their chances of qualification. 6. Call for Proposals

One of the project activities is to support small businesses, farmers, fishermen, etc., with enterprising business ideas of value chains in loan agriculture. iii. Updated compliance with all regulatory requirements (registration, licensing, audited financial statements).

iv. The financial institution should have experience in managing credit lines using public resources.

v. Stability and financial performance demonstrated using the CAMELS model or any other acceptable models for project and regulator rating (management, risk rating, profitability, liquidity, leverage, portfolio quality, growth).

8. How to submit the proposal?

ii. Copy of valid license from the competent regulatory authority for at least the last two financial years. (The license must also be valid for a minimum of one year from the date of submission of the offer).

iii. Audited financial statements of competitors over the past two years (balance sheet, income statement and cash flow statement).

iv. A statement of compliance with all applicable anti-money laundering and terrorist financing laws and regulations applicable in Angola. The declaration must be prepared by the competing institution.
