Tender Details

Tenders are invited for Supply of Connection Equipment as Part of the Lomé Electric Network Extension Project (PEREL).

1. Compagnie Energie Electrique du Togo (CEET) has obtained funding from the French Agency Development and Togolese-German Financial Cooperation through KfW, to finance the cost of the Lomé Electric Grid Extension Project (PEREL). It is expected that part of the sums granted under this financing will be used to make the payments provided for under the Contract for the supply of connection equipment.

2. The CEET requests Offers under closed cover from eligible Bidders for the supply of cables, circuit breakers, boxes and connection accessories and related services in a single lot.
The delivery time is two hundred and forty (240) days at the latest.
The supplies will be delivered to the general store of CEET in the port area. Variants are not allowed.

3. Eligible and interested Bidders can obtain information from the Person Responsible for Public Contracts (PRMP) of CEET at the following address:

4. Interested Bidders can obtain the complete Tender Documents in French by making a written request to the above-mentioned address against a non-refundable payment of fifty thousand (50, 000) CFA francs to the account number TG 133 01 001 0 222 507 00 113 33 entitled CEET DAO and open within books of the Sahelo-Saharan Bank for Investment and Trade (BSIC) Togo SA.

5. The Instructions to Bidders and the General and Administrative Clauses are those of the Standard Tender Document for the Procurement of Supplies from the French Development Agency.

6. Offers must be submitted to the above address no later than June 2, 2020 at 9:00 UT. The Offers must include a guarantee of the Offer for an amount of thirty million (30, 000, 000) CFA Francs. The tender guarantee must be a bank guarantee.

7. The Tenders will be opened in the presence of the representatives of the Bidders who wish to do so in the opening room of the Public Procurement Commission (CPMP) of the CEET on June 2, 2020 at 9:30 a.m.

8. The qualification requirements are:
- be in good standing with the public administration by presenting in the offer the administrative documents indicated in point 11.1 of the Specific Data for the Invitation to Tender (DPAO);
- provide certified financial statements for the last three years of fiscal years: 2016, 2017 and 2018;
- provide a certificate of financial capacity of an amount greater than or equal to five hundred thousand (500, 000) Euro;
- provide the elements of qualifications and experience;
- provide certified authorizations from equipment manufacturers.

NB: Newly created companies which are unable to provide the financial statements for the last three (03) years (2016, 2017 and 2018) required, are authorized to prove their economic and financial capacity by any other substitute document separate from the certificate of financial capacity.
