Request for proposals are invited for Supply Chain Technical Advisor in the Gambia.
(1) Bidders intending to submit a proposal must be invited to the RFP and thus any request for a Supplier ID should be made at least 48 hours before the RFP closing date.
1. The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) now invites proposals for the above-captioned Project.
2. The Statement of Work for the Project is attached hereto as Attachment A.
3. The Global Fund will evaluate all proposals received in response to this Request for Proposals (RFP) in accordance with the Evaluation Criteria in Attachment B.
4. The requirements and general information regarding the RFP submission are attached hetero as Attachment C.
5. Terms and Conditions is attached hereto as Attachment D.

Submitting an proposal in response to this RFP constitutes an acceptance of the terms indicated herein and of the terms of each of these documents, including the Global Fund Terms and Conditions of Purchase of Goods and Services, and the Global Fund reserves the right to reject the proposal of any entity or individual, as the case may be, that fails or refuses to comply with, or accept, such terms.
7. This RFP shall not be construed as a contract or a commitment of any kind. This RFP in no way obligates the Global Fund to award a contract, nor does it commit the Global Fund to pay any costs or expenses incurred in the preparation or submission of proposals. TGF Sourcing Application (The platform)
1. For audit and efficiency purposes, this RFP process is being managed electronically, and bidders are required to submit their proposals in the following URL for Sourcing Application: https://access.theglobalfund.org/.
2. Please use the attached Guidance Notes – “Responding to an RFP/RFQ/RFI in the TGF Sourcing Application, SUPPLIER INSTRUCTION.
3. Proposals must be submitted in TGF Sourcing Application, and received by the Global Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the above RFP Information Table.
4. In case, you do not have a Supplier Id in TGF Sourcing Application, please send an email with sufficient notice to [email protected] with the following title in the subject:
? “TGF-18-051” - Request for login user id creation in TGF Sourcing / iSupplier portal – “Put your organization name”.
5. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided in two separate folders, one containing your cost proposal and one containing your technical proposal.

6. All communications with regard to this RFP shall be in writing and sent through the TGF Sourcing Application platform using the online discussion as indicated in the above RFP Information Table.

Role Summary
This role will be expected to define and develop the supply chain (SC) Organizational structure
for The Gambia. The Technical Advisor (TA) will advise the Director of National Pharmaceutical
Services (NPS) which belongs to the Ministry of Health of The Gambia, on organizational matters,
and in the capability development among the NPS which is the entity managing the CMS and the
Regional Medical Stores (RMS), including well defined roles and responsibilities, SOPs and
trainings. Part of the work will be to develop a sustainability approach to enable this work to
continue after the end of the contract.
The TA will maintain a continuous communication with the The Global Fund (TGF) team, which
will then agree with the Government of The Gambia on the solutions to be implemented.
Key Responsibilities
Provide technical input for organizational development and capacity building for procurement
and supply chain management of health commodities at NPS. This includes, working in close
collaboration with relevant stakeholders to:
? Review and develop an organisational design plan to support Supply Chain functions
and delivery requirements
? Define roles and responsibilities, and check the current status of the skills set. It will
notably include:
? Identifying HR needs and support recruitment of new staff and training of all
NPS personnel.
? Identity appropriate training requirements for NPS personnel and, including
opportunities for South-South collaboration.
? Facilitate transfer of skills to appropriate NPS staff through mentoring and onthe-job
training
? Enhance capacities and skillset of staff, based on the redefined roles and responsibilities.
It will notably include:
? Perform basic trainings for operators (Warehousing, Distribution, Inventory
management)
? Develop and deliver a training programme for pharmacy technicians, dispensing
assistants, nurses and other operators on supply chain tasks to improve manage
health commodities at health facilities
? Work with NPS, disease programs, other relevant MoH departments and stakeholders in
developing and updating an annual National PSM Plan to include all medicines and
supplies irrespective of funding and ensuring monitoring and reporting take places on a
timely basis ensure regular reporting to MOH and Programs on stock situation and
distribution.
? Develop a transition/sustainability plan in anticipation of end of the technical advisor

? Gaps in the current design identified and training/recruiting planned
? Training opportunities identified and implemented whenever possible
? SOPs in place
? Internal and external Supply chain stakeholders engagement and management

? Global Fund grant management, and all other functions within the Global Fund

? NPS and Government, with TGF country team and SC team supervision
Reporting to
NPS Director and The Global Fund (The Gambia Country Team via SC Capacity Building
Specialist)
Period of Performance: 12 months, starting ~August 15th 2018.
Place of Performance: The Gambia.
Qualifications
Essential:
Advance d Degree in Management/Organizational design/HR
Desirable:
Degree in Pharmacy, supply chain management or related business studies.
Experience
Essential:
? A minimum of 10 years of experience of Management Experience
? Demonstrated experience (or qualification) in the management of health products and
commodities
? Demonstrated experience of Logistics/Supply Chain/business process principles
? Strong analytical experience in HR and/or supply chain
? Strong experience in Organisational design, skills development and training
? Proven success working in multi-stakeholder environments, requiring decision making
abilities with limited information available and under tight deadlines
? Good knowledge of working with stakeholders and networks in developing countries,
especially West Africa / Anglophone Africa (past in-country experience highly
appreciated).
? Demonstrated ability to train in health service programs, supply chain management
? Ability and willingness to travel within The Gambia
