Tenders are invited for Supply and Installation of Security Equipment at Ras Lanuf Complex.
Brochure price: 3, 000.000 LYD.
Primary insurance: Not more than (0.5 %) of the bid value.
Site visit- Site Inspection 10/04/2022
The project is divided into three sections ( Supply and installation of cameras and their accessories, civil worksand mechanical works), and each section is complementary to the other, in accordance with the detailed Scope of Work, Drawings, Rasco GNS, and the BID terms and conditions .
Companies that are specialized in this field and have the necessary and valid licenses, and have sufficient experience and ability to implement, must submit a letter to the Main Bidding Committee at its headquarters located in the National Oil Corporation building, the fourth floor in the residential city of Ras Lanuf, with a letter authorizing
Whosoever deems it necessary to receive the bid brochure before the end of the date for the delivery of the brochures mentioned above .
Interested specialized contractors who have enough experience and knowledge to perform such activates are invited to tender for the above mentioned project by nominating a representative to collect tender's documents from Main Tenders Committee Office in Ras Lanuf Township (NOC Building), as per above mentioned date .
· Offers are submitted according to the following terms and conditions :
1 - That the licenses to practice the activity be valid and authorize it to carry out the required work, and the applicant for participation must provide what supports its experience in the field ( providing useful documents and certificates indicating the implementation of similar works and its financial status ) .

· The offer shall be submitted in accordance with the conditions and requirements contained in the bid brochure in closed envelopes sealed with red wax and addressed to the name of the Secretary of the Main Bidding Committee - Ras Lanuf Oil and Gas Manufacturing Company, and clearly titled so that it bears the name of the bidding company, the name and number of the project and the content as follows : -
· First Envelope (Technical Bid) without prices.
· The second envelope (the financial offer) is unpriced.
· The third envelope (the financial offer) is priced.
· The fourth envelope (the initial guarantee) is a certified check in the name of the Ras Lanuf Oil and Gas Manufacturing Company, issued from the company's account and not from a personal account.
o Offer must be in sealed envelopes as follows:
o Technical offer (not priced).
o Commercial offer (not priced).
o Commercial offer (priced).
o Preliminary insurance (certified check) in favor of Ras Launf Oil & Gas Processing Company, Check must not be withdrawn from personal account.
§ Each envelope should indicate: content, project title, project No., and bidders name and contact address.
· The price of the announced bid brochure shall be paid by means of a certified check in the name of Ras Anouf Oil and Gas Manufacturing Company, and that the check shall be issued from the company-s account and not from a personal account. (Noting that this amount is not refundable) .
o Tender's Document price shall be paid in a form of certified check in favor of Ras Launf Oil & Gas Processing Company (This is not refundable).
o That the offer is valid for a period of 120 days from the date of its submission, and that the bidder bears full responsibility for the expenses related to the preparation of his offer, and the Ras Lanuf Oil and Gas Manufacturing Company bears no responsibility for those expenses .
· Bids should be valid for ( 120 ) days from submission date, Bidders are responsible for bids preparation and expenses .
· The Bidding Committee is not obligated to accept the lowest bid .
o Tenders Committee is not obliged to choose the lowest offered price.
§ Commercial evaluation will be limited to technically acceptable offers .
o Financial evaluation shall be restricted to the technically accepted offers.
· Bids that arrive after opening the technical bids will not be received, and bids that do not meet the above-mentioned conditions will not be received .
o Bids arrive after bid closing date and not meeting requirements will be rejected.
· The field visit must be coordinated in advance of the appointment by sending the information about the person who will conduct the visit ( identification and authorization document, the card for receiving the Corona Virus - Covid 19 vaccine, through the email of the main bidding committee appearing in the advertisement ).
o Site visit should be arranged before, the Bidders shall submit an authorization letter and ID document, the card for receiving the corona virus, Covid-19 vaccine by email prior to the said date .
