Supervision of works and Control for the construction of UNICEF-UNMISS Water Supply system
Deadline: 12-Jul-2017 15:00
Time zone: (GMT 3.00) Kaliningrad, South Africa
Description:
Working in collaboration with UNICEF, UNMISS, The Contractor and other key stakeholders, the consultancy firm will ensure that the Juba urban water supply project for UN House, PoC, Juba and the community is constructed in time and is of high quality, meeting all the specifications and safety standards. The supervising Team will ensure all required tests for materials, and post-construction is ensured and completed in the final as built drawing for future use.
UNICEF in partnership with UNMISS and collaboration with various stakeholders is committed to build two separate water supply systems of 1800m/day and 700m/day respectively with only 6 hours of operation. One system (1800m/day) will provide to the UN PoC site and surrounding community whereas the other one (700m/day) will provide water to the UN House exclusively. The construction works of the water supply systems involves building intakes with solar and generator based power supply facilities along with water treatment plants and distribution pipelines, reservoirs, water kiosk and suitable operation facilities. The construction would include multiple levels of civil works, hydraulic structures, mechanical and electrical fittings. There would also be some level of engagement with community to clear their doubts and ascertain the right of way.
The total cost of both the project is estimated at 15 million USD and will be undertaken by a contractor involving large workforce and variable levels of discussions with stakeholders. UNICEF team is stretched to look into various emergency related works and would not be able to provide adequate time in daily supervision. Moreover the construction has different elements like civil works, hydraulic works, mechanical works, electrical works, health and safety, economic, social and environmental aspects. It would be challenging for UNICEF to get supervisory support for these different elements. It is therefore recommended that we engage a consulting firm who would provide all these support at different levels as and when required.
This engagement will not only provide a full time supervision but also enhance the efficiency in the construction practices of South Sudan contributing to the development of the advanced water supply system with sectorial reforms contributing to sustainable development goals. The supervisory and control of the water works will also involve developing systems and documents to support the future operations and maintenance.
