Hiring a Legal Entity for structuring and implementing Management by Competences within the scope of the Attorney General's Office. This Term of Reference aims to hire consultancy, in the legal entity modality, to structure and implement a pilot model of Management by Competences at AGU, covering everything from methodological planning to the implementation of knowledge management actions, in a middle unit (Regional Superintendency of Administration of the 3rd Region) and an end unit (Regional Attorney's Office of the Union of the 1st Region), with the following macroprocesses: Contract Management and Judicial Support (Internal Legal Support) respectively, resulting in a validated model that can be subsequently reapplied by the institution and designed in an adaptable way and capable of continuous updating according to the evolution of AGU's skills needs. Interested parties are requested to indicate their intention to present a proposal by creating a preliminary response (draft response) in the system without submitting it immediately. This will allow the system to send automatic notifications if changes are made or clarifications related to this tender are issued.
