AFRICA DISASTER RISK FINANCING PROGRAMME (ADRiFi)

PROJECT ID: P-ZW-AA0-018

1. The Government of Zimbabwe (GoZ) has received a grant, an amount of UA 0.5 million, from the African Development Fund (ADF) to finance the African Disaster Risk Financing Programme (ADRiFi). The Africa Disaster Risk Financing (ADRiFi) Capacity Building Project aims to strengthen Zimbabwe-s disaster risk management capacity. The project will enhance Zimbabwe-s capacity to manage the risks of extreme climate events, including droughts, floods and tropical cyclones, as well as promote the adoption of disaster risk financing tools such as sovereign risk insurance, as a viable solution for addressing climate risks. The project will cover populations at risk of exposure to extreme drought events, particularly smallholder farmers and vulnerable rural communities receiving assistance through Government with funds from insurance payouts in the event of drought.

2. The principal objective of this project is to enhance the resilience and response to climate shocks in the Republic of Zimbabwe by improving the management of climatic disaster risks. The modes of procurement to be used in the project are: Limited Competitive Bidding (LCB); Request for Quotation (RFQ); Consultant-s Qualification Selection (CQS); Least Cost Selection (LCS); and Individual Consultants.

3. The project includes the following components:

Component 1: Developing Climate Risk Management Solutions: Through this component ADRiFi will primarily support the Government of Zimbabwe in areas that includes the strengthening of capacity of the technical staff and policy makers on managing the risk of climate disasters, strengthening of data collection systems in place in Zimbabwe, developing the Country-s capacity on operational modalities for response to climate disasters and lastly establishing and implementing a DRM monitoring and evaluation framework that will foster coordination of the assistance in situation of disasters.

Component 2: Supporting Access to Sovereign Disaster Risk Transfer Solutions:

This component aims to strengthen the capacity of the country to finance disaster risk management activities Component 3: Project management support: This component entail overall coordination of activities to ensure project success, the Bank will support the Project Management systems in conducting Annual Financial and Procurement Audits, Project Evaluation and other operational costs necessary for smooth project implementation.

4. Procurement of goods will be in accordance with the Bank`s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank`s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in July 2020.
