STANDARDIZATION WORK ON ILLEGAL CONNECTIONS TO CONAKRY
N ° 02 / PAAEG / EDG / T / 2020
1. The Government of the Republic of Guinea has obtained IDA funding of 50 million US dollars and AFD funding of 50 million euros to finance the Access Improvement Project. Electricity in Guinea (PAAEG) whose objective is to increase access to improved electricity services in the metropolitan region of Conakry and to improve the operational performance of the Société Electricité de Guinée (EDG). He intends to use part of this funding to make payments under Contract No. 02 / PAAEG / EDG / T / 2020 relating to the technical regularization work of 100, 000 illegal connections in the city of Conakry in two (02) lots:
• Lot 1:
• Lot 2: Technical regularization of 43, 300 illegal connections in the EDG branches of Kipé and Lambandyi.
For this Market, the Borrower will make the payments using the method of disbursement by Direct Payment, as defined in the World Bank Directives applicable to Disbursements within the framework of Financing of Investment Projects, with the exception of payments for which the market stipulates that payment will be made by documentary credit.
2. This contract will be jointly funded by the French Development Agency (AFD). Procurement will be in accordance with World Bank procurement regulations.
3. The Project Management Unit requests closed offers from eligible bidders who meet the qualifications required for the supply of electrical equipment and the performance of the following works:
Lot 1:
• Supply and installation of: 2, 156 wooden poles or equivalent of 9 and 10 m, 22, 680 m of LV network cable 3x70 + 54.6 mm², 1, 603 Earthing sets, 28, 209 m of PRC cable 4x16 mm², 2, 324, 360 m of PRC cables 2x16 mm², 11, 340 m of pre-assembled ALU cable 4x16 mm², 14, 175 Connection posts of length 6 meters and all LV network accessories and connection necessary for the implementation of the supplies;
• Installation of: 16, 925 Pre-assembled metering boxes equipped with 3 single-phase pre / post-payment LV meters (Measurement module + Customer Interface unit), 2, 821Pre-assembled metering boxes equipped with 2 single-phase pre / post-payment LV meters (Measurement module + Interface unit) ), 283 Pre-assembled metering boxes fitted with three-phase pre / post payment LV meters (monobloc + Customer Interface unit + three-phase circuit breaker), 56, 417 Empty boxes for customer interface and single-phase branch circuit-breaker, 56, 417 Single-phase circuit breakers;
• Removal of 56, 700 sets of illegal connection equipment, including 283 three-phase.
Lot 2:
• Supply and installation of: 1, 647 wooden poles or equivalent of 9 and 10 m, 17, 320 m of LV network cable 3x70 + 54.6 mm², 1, 225 Earthing sets, 21, 542 m of PRC cable 4x16 mm², 1, 775, 040 m of Cable PRC 2x16 mm², 8, 660 m of pre-assembled ALU Cable 4x16 mm², 10, 825 Connection posts of length 6 meters and all LV network accessories and connection necessary for the implementation of the supplies;
• Installation of: 12, 925 Pre-assembled metering boxes equipped with 3 single-phase pre / post-payment LV meters (Measurement module + Customer interface unit), 2, 154 Pre-assembled metering boxes equipped with 2 Single-phase pre / post-payment LV meters (Measuring module + Unit Customer interface), 217 Pre-assembled metering boxes fitted with three-phase LV pre / post payment meters (monobloc + Customer interface unit + three-phase circuit breaker), 43, 083 Empty boxes for customer interface and single-phase branch circuit-breaker, 43, 083 Single-phase circuit breakers;
• Removal of 43, 300 sets of illegal connection equipment, including 217 three-phase.
4. The procedure will be conducted through international competition using a Call for Tenders (AO) as defined in the “Regulations applicable to Borrowers - Procurement in the context of Financing of Investment Projects of the World Bank ("The Procurement Regulations"), and open to all bidders from eligible countries as defined in the Procurement Regulations
5. 6. The Tender Documents in French can be purchased by any interested Bidder by making a written request to the address number 10 mentioned below against a non-refundable payment of two million Guinean francs (2, 000, 000 GNF ) or equivalent in freely convertible currency. The payment method will be by cash payment. In accordance with article 38 of Decree D / 167 / PRG / SGG of July 22, 2014, 30% of the sales proceeds of this DAO will be paid to the ARMP on account n ° 2011000407 to the BCRG and the 70% will be paid on the account n ° 2011000136 of the Central Receiver of the Public Treasury.
7. Tenders must be submitted to address number 11 below no later than 04 May 2020 at 10 a.m. The period of validity of the offers will be one hundred and twenty (120) days. 9. Qualification requirements are :
The Bidder must provide written proof that it meets the following requirements:
a) The Bidder must demonstrate that it has liquid assets or has access to unencumbered assets, credit lines, etc. other than the possible start-up advance, in amounts sufficient to meet the cash flow requirements necessary for the supplies covered by this Invitation to Tender up to and net of its other commitments of US $ 6, 000, 000.
b) The Bidder must demonstrate, to the satisfaction of the Contracting Authority, that it has the financial means to meet the cash needs of the work in progress and to come in the context of contracts already committed;
c) Submission of audited balance sheets or, if not required by the regulations of the Bidder`s country, other financial statements acceptable to the Employer for the past three (3) years demonstrating the current solvency and profitability at long term of the Bidder;
d) The tenderer must have completed at least two (2) similar contracts: supply and installation of distribution network equipment, connections and installation of prepayment / post-payment meters with, for each of the two contracts, a minimum value of 4, 000, 000. USD during the last five (5) years from 2014 certified by final acceptance reports or certificate of performance;
e) The average turnover for the last five years from 2014 (2014, 2015, 2016, 2017 and 2018) must represent at least 1.2 times the amount of the offer;
f) The tenderer must demonstrate a command of the French language by his key personnel.
