Request for proposals are invited for Stakeholder Analysis and Management Consultant.
The Mali Mission of Secours Islamique France (Sif) has Obtained Significant Funding from the Eu and the Projects [1] on the Talibé Theme. Thus, the Sif Mission Wants to Set up New Monitoring Methods, Based on the Return of Beneficiaries and Strengthen the Involvement of Stakeholders.
This Strategy will Allow Us, on the One Hand, a Real Implication and Ownership of the Project by the Beneficiaries and on the Other Hand a Reporting with the Transparent and Relevant Donors.
The Sif Mission Wants to Launch a Consultancy on the Duration to Meet the Different Challenges of the Follow-up and the Implication of the Stakeholders of the Projects Financed by the Eu and the Projes. This Monitoring is All the More Relevant as the Eu Project is a Complex Project for Strengthening Civil Society. Stakeholders Such as the Qur`anic Masters Organizations or the Ministry of Education are the Guarantors of the Sustainable Implementation of Activities. It Seems Essential to Us to Follow Their Involvement, Take into Account Their Opinions, Their Satisfaction and Their Decision-Making.
B. Concerning Stakeholders
Stakeholder Analysis and Management will Support the Conditions for Success of an Innovative Project Such as the Eu Project, Which Also Involves Many Different Actors with Values ??and Frames of Reference, Interests and Powers that can Enter in Dissonance (Ministry of Education and its Decentralized Services, Ministry for the Promotion of Women, Children and Families, Omecs, Koranic Masters, Local Communities, etc.).
There is No Doubt that Managing Stakeholder Expectations Throughout the Project Lifecycle is Critical to the Success of the Project. Successive Project Surveys will Consistently Emphasize the Importance of Stakeholder Management as an Integral Part of Project Success. Overall Objective:
Ongoing Monitoring and Evaluation of Projects Supported by the Eu and the Projes, Ensuring Multi-Level Accountability (Donors, Partners, Beneficiaries), is Transparent, Effective, Coherent, Relevant and Appropriate by the Operational Teams and the Meal Team of the Mission.
Specific Objective:
Participatory Stakeholder Analysis Allows the Development of a Performance Management Plan that is Mastered by the Operational Teams and the Mission`s Meal Team.
3. Expected Results:
O r1: The Detailed Knowledge of the Stakeholders (Expectation, Representations of the Project ...) is Acquired by the Operational Teams and the Meal Team.
O r2 : The Sif Team is Formed and has Appropriated the Tools of Analysis and Management of the Stakeholders
4. Deliverables:
A Mission Report including:
O Tools for Analyzing and Monitoring Stakeholder Engagement
O the Training Module.
O a Mission Report including:
O Recommendations for Monitoring Training and Retraining of Participants.
O an Analysis of Monitoring and Evaluation Needs and the Context and Risks Related to the Implementation of the Project and Recommendations (Strategic, Operational, etc.) Concerning Stakeholder Management.
O a Follow-up Manual on Stakeholder Management.
O 1 Collective Session after 6 Months of Implementation, at a Distance of Support and Advice, Followed by a Report including Decisions and Priority Actions. During this Session, a Field Mission can be Negotiated with the Consultant, Depending on the Identified Needs.
5. Provisional Schedule of the Mission:
The Candidate will have to Propose a Schedule between the 1st and the 15th of February Which must be 10 Working Days. The Schedule should have a Field Presence of More than 90%. It will have to Provide a Validation Time for the Documents Sent (at Least One Week).
6. Means to be Implemented (Human, Logistic, Financial):
O One Return Flight Ticket to Mali and Insurance - at the Expense of the Consultant;
O Accommodation at the Sif Guest during the Whole Mission in Mali;
O Training Costs will be Borne by Sif;
O Use of the Logistical Resources of the Sif Mali Mission for Travel;
O Other Costs will be Borne by the Consultant and Presented in a Budget / Financial Offer.
7. Profile of the Consultant
The Consultant should Show:
O have Legal Documents Related to His Consulting Status.
O be Available between February 1 and February 28, 2020 and Agree to Visit Mali (Bamako only).
8. Method of Submitting an Application
Applicants must Submit Their Application Consisting of:
O a Methodological Proposal: A Summary Document Comprising the Understanding of the Terms of Reference Containing the Proposed Methodology to Arrive at the Expected Results;
O Consultant`s Cv Highlighting Two Experiences in the Area of ??Project Stakeholder Analysis and Management;
O a Cover Letter ;
O 3 Most Recent Professional References Close to the Current Consultancy;
O Terms and Payment of the Benefit: The Payment of the Benefit will be Paid According to 2 Modalities: A Deposit of 30% of the Total Payment, at the Signing of the Contract and upon Receipt of a Deposit Invoice, a Final Payment of the Remaining 70% the Submission of the Final Report, after Receipt and Validation of the Compliance of the Overall Service by the Sponsor According to the Criteria Defined by the Terms of Reference and Subject to the Payment of Any Late Penalties;
O a Document Presenting the Legality of Consultant Status;
O the Financial Proposal must Present:
O the Total Cost of the Consultancy including without Details: The Cost of the Consultancy, the Plane Ticket, the Insurance of the Trip;
O the Amount in Ttc, including the 15% of Ibic to be Withheld at the Source for the Foreign Providers and National Service Providers Who do not have Nif (Official Document of Recognition in Mali).
