Request for proposals are invited for Stakeholder Analysis and Management Consultant.

The Mali Mission of Secours Islamique France (Sif) has Obtained Significant Funding from the Eu and the Projects [1] on the Talibé Theme. Thus, the Sif Mission Wants to Set up New Monitoring Methods, Based on the Return of Beneficiaries and Strengthen the Involvement of Stakeholders.

This Strategy will Allow Us, on the One Hand, a Real Implication and Ownership of the Project by the Beneficiaries and on the Other Hand a Reporting with the Transparent and Relevant Donors.

The Sif Mission Wants to Launch a Consultancy on the Duration to Meet the Different Challenges of the Follow-up and the Implication of the Stakeholders of the Projects Financed by the Eu and the Projes. This Monitoring is All the More Relevant as the Eu Project is a Complex Project for Strengthening Civil Society. Stakeholders Such as the Qur`anic Masters Organizations or the Ministry of Education are the Guarantors of the Sustainable Implementation of Activities. 3. Expected Results:

O r1: The Detailed Knowledge of the Stakeholders (Expectation, Representations of the Project ...) is Acquired by the Operational Teams and the Meal Team.

O r2 : The Sif Team is Formed and has Appropriated the Tools of Analysis and Management of the Stakeholders

4. Deliverables:

A Mission Report including:

O Tools for Analyzing and Monitoring Stakeholder Engagement

O the Training Module.

O a Mission Report including:

O Recommendations for Monitoring Training and Retraining of Participants.

O an Analysis of Monitoring and Evaluation Needs and the Context and Risks Related to the Implementation of the Project and Recommendations (Strategic, Operational, etc.) Concerning Stakeholder Management.

O a Follow-up Manual on Stakeholder Management.

O 1 Collective Session after 6 Months of Implementation, at a Distance of Support and Advice, Followed by a Report including Decisions and Priority Actions. During this Session, a Field Mission can be Negotiated with the Consultant, Depending on the Identified Needs.

5. Provisional Schedule of the Mission:

The Candidate will have to Propose a Schedule between the 1st and the 15th of February Which must be 10 Working Days. The Schedule should have a Field Presence of More than 90%. It will have to Provide a Validation Time for the Documents Sent (at Least One Week).

6. Means to be Implemented (Human, Logistic, Financial):

O One Return Flight Ticket to Mali and Insurance - at the Expense of the Consultant;

O Accommodation at the Sif Guest during the Whole Mission in Mali;

O Training Costs will be Borne by Sif;

O Use of the Logistical Resources of the Sif Mali Mission for Travel;

7. Profile of the Consultant

The Consultant should Show:
