In Baidoa the 15KVA, single phase with relatively sufficient battery storage capacity was installed in 2020 to run the entire office including IT server as well as the VSAT during the day. The system was programmed and set in such a way that Solar power was to be a priority source of power where as Beco power/Generator were to be supplementary source of power to recharge the batteries when their pre-set state-of-charge (SOC) or low voltage had been reached. The system worked for over a year before it started being unstable due old version firmware upgrade which required to be upgraded at least once yearly and ever since it has not been working optimally. During its frequent firmware problem-based failures, someone had to go and manually bypass the solar system so that only Beco power is utilized as a source of power
Dollow solar power system was first installed around 2013 as 6-KW output Inverter, 3640 watts solar panels and 600Ah battery storage system (12 pcs of 12 volts 200 ah batteries). At that time, it was sufficient as the office was relatively small but however the Solar system was upgraded around 2015 when office power needs increased due to the construction of the new guest house. The batteries were however replaced twice between 2015 and 2020 after they failed due the high temperature in the Solar power house which was caused by Air conditioner failure as well as the general high ambient temperatures in Dollow.
The new solar system (2020 design) in Dollow was designed in a such way that all the air conditioners in the office blocks were to be powered during the day (8 am-5pm) by a 3-phase 27KW PV or string Inverter (FRONIUS ECO 27) Grid-tied to the Somali power. This was aimed at reducing the Monthly bills owing to the fact the Air conditioners consume a lot power and hence increasing the overall Power bill. In the same design a 3-phase 30KW Victron Inverter was to be AC-COUPLED with another PV Inverter (FRONIUS SYMO 20KW) and about 60-100 KWH of battery storage (either Lithium Ion Battery or Graphene Supercapacitor battery) so to power all the lights & sockets in the whole compound, IT Server room, IT air conditioner, 2 aircons in Team house, Fridge & Freezer in team house photocopiers & printers in the two office blocks. This system was to operate independently from Som-power or Generator but only uses them to recharge the batteries when some battery low pre-set levels are reached.
All interested bidders are requested to submit their proposal in English and by email to somo_supplychain@wvi.org on or before 21st August 2023. Proposals should be submitted in three distinct/separate attachments, namely. Mandatory Requirements, Technical Proposal, and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)
