Request for Proposals from Software Development Firms

1. Introduction

The Institute of Policy Analysis and Research (IPAR-Rwanda) would like to hire a software development firm to develop a data collection tool which will be used in the data collection and analysis for the research project under the title “Citizen Participation in “Girinka and Vision 2020 Umurenge Programme”: A case study analysis”. The project is for 18 months.

2. Objective of the research Project

The objective of the research project is to assess channels of communication for effective citizen participation in the planning, budgeting, design, monitoring & evaluation, feed-back and reform of policy and service delivery in relation to Girinka and Vision 2020 Umurenge Programme.

3. Tasks of the Software Development Company

The company is expected to design a data collection solution/system that is able to accommodate different formats of responses, namely:

A smart telephone application;
A web portal;
An SMS reader/USSD;
An e-mail based questionaire;
A paper-based questionaire;
A social media platform
The system is expected to ‘locate’ and ‘alert’ the identified key informants on a regular basis;

The system is able to manage the flow of information and offer trends alerts.

4. Profile of the Software firm

The firm should have proven experience in software development of at least three years and above with emphasis on the cross-platform software applications( Mobile, USSD, Deskopt and Web based applicatins), knowledge of Girinka Programme and Vision Umurenge 2020 Programme.
5. Bidding

The companies will be expected to provide both technical and financial proposals. Shortlisted firms will be invited for presentation.
