Tender Details

Tenders are invited for Siting, Drilling and installation of fifteen (15) units Boreholes in Lol state in South Sudan.
Welthungerhilfe was established in 1962. It is today one of the largest private organizations working in the area of development cooperation and humanitarian aid in Germany. Non-profit-seeking, non-partisan and non-denominational.
Donations from the population at large fund our work in Africa, Asia and Latin America. In addition, Welthungerhilfe receives grants from the Federal German Government, the European Union, USAID/OFDA, the United Nations and many others worldwide recognized donors.
For its project in Lol State (former Northern Bahr el Ghazal), funded by the German Government through the Ministry of Economic Cooperation and Development (BMZ), WHH seeks potential and qualified bidders for the for the construction of fifteen (15) boreholes.
1. General remarks and special condition
• Interested bidders must be registered, and holder of a valid drilling permits of the Ministry of Water and Rural Development.
• Besides, they must be in possession of qualified technical team able to perform the desired works perfectly and to the required technical standards.
• The bidder must be in possession of drill bits and drill equipment able to drill a minimum of 12” diameter borehole according to the specific underground formation in the area.
• Interested bidders must possess the following drilling equipment:

o High efficiency drilling rig/truck (preferred 4x4 driven);

o Truck mounted compressor;

o Mud pump (specifically for the anticipated mud drilling technology)

o Water bowser/ truck;

o High capacity test pumping unit;

o Service trucks, etc.
• The company staff must meet the following qualification or expertise:

o A specialist hydro-geologist to conduct detailed hydro-geological survey;

o A drilling engineer (supervisor), who must always be on site during the entire drilling process.

o An expert drilling chief/ technician well versed with production boreholes;

o Adequate number of support staff to ensure service delivery.
Language of bid:

The tender, all correspondence and documents related to the tender exchanged by the bidder and the Contracting Authority must be written in the language of the procedure, which is English.
Error in Calculation:
Bids submitted by interested bidders will be checked for any arithmetical errors in computation and summation. Errors will be corrected by the evaluation committee as follows:
• Where there is a discrepancy between amounts in figures and in words, the amount in words will be the amount considered.
• Where there is a discrepancy between a unit price and the total amount derived from the multiplication of the unit price and the quantity, the unit price as quoted will be the price considered.
• Amounts corrected in this way will be binding on the bidder. If the bidder does not accept them, its bid will be rejected.
For the submission of offers, the annexed forms must be filled out, with names, date and signature, stamp submitted in time by the applicants.
Location of the boreholes

The foreseen exact locations in the field will be shown to the Contractor by a representative of WHH.
However, the boreholes are anticipated for payams located in Aweil North and Aweil West Counties in Lol State, South Sudan. The exact locations within selected villages/communities will be determined by the results of the detailed hydro geological survey.
The financial offer should include:
• Transportation charges for staff, equipment, accommodation, food, health and medical insurance, security etc.;
• Total number of staff and qualifications
• Use of tools, machines and equipment;
• Material, such as water, fuel etc.;
• Any stores and storage costs;
• Laboratory costs and costs of reporting;
• Staff (hydro-geologist, supervising water and drilling engineer, technical drilling team, drivers, masons and other craftsmen, any casual labour; etc);
• All staff cost such as salaries, allowances, medical treatments, insurance etc.
• Equipment: Trucks, machines, compressor, drilling rig, tanks for water and fuel, equipment for hydro-geological survey, etc.
• Equipment and material for pump, apron: cement, steel reinforcements, sand, aggregates and boulders, plus all auxiliary material such as timber for casting, nails etc.
• Price quoted should be inclusive of all taxes, duties, clearance and other cost in accordance with the law of South Sudan. Payment of all taxes according to the law of South Sudan is the sole responsibility of the contractor.
