Summary of consultancy
WWF Zambia Country OlTice is involved in freshwater conservation efforts in focal landscapes
within the Zambezi River Basin. The Kafue Flats landscape is one such landscape and is one of
Zambia’s most productive systems. It provides goods and services such as clean drinking water,
livestock pasture, hydropower, agriculture, fisheries, and other natural resources. With increases in
population and ever competing needs the landscape is in need of strategic water investment
interventions that will have a net positive impact without compromising the integrity of the system.
It is the hope of W W F that through initiatives such as bankable water solutions the appropriate water
infrastructure investments can be made in the landscape. Against this background, a need has arisen
to conduct a pre-feasibi lity study for an industrial waste water treatment plant that could contribute
towards improving water security and planning for sustainable water investment in the landscape
Essential Functions
Task 1 Identify stakeholders in industry, water utilities, regulators and other relevant government
agencies and describe their specific roles and responsibilities.
Task 2. Conduct surveys various Government departments and industrial units while executing
survey on wastewater practices, treatment facilities available or planned as well as current and future
freshwater demand.
Task 3. Execute an economic and financial feasibility of setting up an industrial waste water
treatment plant with detailed analysis of financing required, potential financing. CAPEX. ????
and cost-recovery potential of such a project.
Task 4. Preliminary scoping around locations for the treatment units, nominal piping routes, and
other requirements.
Task 5. Write final report with findings from surveys and data collection process.
Minimum qualification required:
• Team composition of individuals with experience in economics, finance, waste water
treatment, water governance and investment.
• 5-10 years relevant experience in waste watertreatment and finance.
• Experience in executing pre-feasibility studies for projects in LDCs and researching the
links between private sector, public funding and governance structures.
