TCK test automation In June 2005, the finance ministers of the 16 federal states, in agreement with the Federal Minister of Finance, unanimously laid down the basis for further action to develop uniform software for the taxation process in the Project KONSENS (the coordinated new software development of the tax administration). The basis for the cooperation of all 16 federal states and the federal government is the administrative agreement KONSENS, which came into force on January 1, 2007 and on January 1.
