The Government of the Democratic Republic of Congo has received funding from the African Development Bank Group to cover the cost of the project to support the alternative wellbeing of children and young people involved in the cobalt supply chain (PABEA- COBALT), and intends to use a portion of the grant and loan funds to finance the service contract of two National Finance and Management Consultants.
The services provided under this contract include support to the Project Coordination Unit (PCU) in the daily monitoring of all operations related to the financial and accounting management of the project at the level of Provinces (Lualaba and Upper Katanga). ) in accordance with the relevant international standards and the ADB rules of procedure.
More specifically, the mission of the consultant will help achieve the following:
Ø Set up in collaboration with the International Financial Management Expert and the Administrative and Financial Director of the UCP the accounting and management documents and tools;
Ø Support the Provincial Office of the PCU in project financial and accounting management to ensure compliance with the disbursement rules, the procedures manual and the strict ethical standards;
Ø Ensure the correct application of the accounting and financial procedures at the level of the Provincial Office of the PCU;
Ø Provide and supervise all the administrative tasks of the Provincial Office of the UCP;
Ø Serve as an interface at the provincial level for the various supervision missions as well as for internal or external audit missions;
Ø Support and participate in the development of the budget of the Provincial Antenna of the UCP and follow its implementation;
Ø Ensure the regular maintenance of financial accounting (general, analytical and budgetary) of all resources allocated to the Provincial Office of the PCU using an integrated accounting software;
Ø To ensure the realization, the verification of the accounting operations and to analyze the accounts of the Provincial Antenna of the UCP;
Ø Participate in the preparation of forecasts and cash management as well as the justification of the funds of the Provincial Office of the UCP;
Ø Manage the special sub-account of the Provincial Antenna of the UCP (monitoring the movements of the bank account the Provincial Office);
Ø Ensure the eligibility of the expenses to be incurred at the level of the Provincial Antenna of the PCU;
Ø Facilitate and control the execution of the current expenses of the Provincial Antenna of the PCU in accordance with the rules and procedures in the matter;
Ø Contribute to the preparation of the requests for funds (forms A3) and the justifying documents of the funds allocated to the operation of the Provincial Antenna of the PCU for the execution of the activities of the project;
Ø Support the preparation of requests for the reconstitution of working capital (DRF) of the Provincial Office of the PCU to be sent to the National Coordination (Form A1);
Ø Proceed, monthly, to bank reconciliation of the special account of the Antenna
Provincial of UCP with accounting;
Ø Monitor and supervise the collection, imputation and recording of the accounting operations of the Provincial Office of the PCU;
Ø Supervise the archiving, the safeguarding, the good classification of the documents and accounting supports of the Provincial Antenna of the UCP;
Ø Ensure the proper operation of the accounting software and implement the IT, accounting and financial security at the provincial level;
Ø Ensure and finalize the drafting of the periodic financial reports of the Provincial Office of the PCU;
Ø Contribute to the preparation and implementation of the inventories of fixed assets of the Provincial Antenna of the UCP;
Ø Support the preparation, establishment and closure of the periodic accounts (monthly, quarterly and annual) of the Provincial Office of the PCU;
Ø Respond on behalf of the Provincial Office of the UCP to the legal obligations governing the accounting and financial sector;
Ø In collaboration with the International Financial Management Expert and the Administrative and Financial Director of the PCU, liaise with the external auditors at the provincial level;
Ø Provide capacity building for the UCP Provincial Branch team on disbursement and financial management procedures;
Ø Perform all other tasks related to the smooth running of the project entrusted to him by the
Head of Provincial Antennas of the UCP.
Qualification : National finance and management consultants will be selected from the following profiles:
Ø Hold a university degree (at least Bac + 5) in financial management, accounting or management control, or equivalent;
Ø Being an accountancy expert registered on the board of a nationally recognized accounting expert board or trainee accountant (who must present part 2 of the professional examination), would be an advantage;
Ø Have at least five (5) years of professional experience in the areas of management, administrative, financial and accounting management; experience acquired in accounting and audit firms, in companies with an international dimension or in development projects financed by international institutions, particularly the
AfDB, World Bank, European Union, etc. ;
Ø Have a thorough knowledge in the management of rural development projects;
Ø Have sufficient knowledge of the procedures of the African Development Bank and a complete mastery of financial management tools and accounting systems (AWPB, DRF, RSF, etc.);
Ø Have experience in the field of capacity building of project management unit;
Ø Having a good knowledge of accounting software suitable for development projects (TOM²PRO, SUCCESS, SAARI etc.) would be an advantage;
Ø Have a perfect mastery of the use of standard software such as World, Excel,
Access, Power point, MS Projet, etc. ;
Ø Have a perfect knowledge of French read and write;
Ø Not to be a government official (DRC) at the time of submission of the application;
