1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Côte d’Ivoire (the “Government” or “GoCI”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenæge Account assistance to help facilitate poverty reduction through economic growth in Côte d`Ivoire in the amount of approximately US$ 524, 740, 000 (“MCC Funding”). The Government, acting through MCA-Côte d’Ivoire (the “MCA Entity” or “Buyer”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Qualification (“RFQ”) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
2. The objective of the Côte d’Ivoire Compact Program is to promote economic growth and to reduce extreme poverty in Côte d`Ivoire through the strengthening of investments in human capital and the improvement of the Abidjan competitiveness.
3. The Compact Program consists of two following projects: i) the Skills for Employability and Productivity Project (SKILLS) : the objective is to (i) to increase the number of years of education received and improve the acquisition of quality, in-demand basic skills, including reading, math, and soft skills, for lower secondary students; and to improve the acquisition of quality, in-demand technical skills and increase job placement rates among graduates of Compact-supported technical and vocational education and training (“TVET”) centers. To achieve this goal, two activities are envisaged: one focused on secondary education for the development of basic skills and the other on the development of technical and vocational skills. ii) Abidjan Transport Project (ATP): its objective is to reduce vehicle operating costs and travel times along targeted road segments, while improving overall pedestrian and vehicle mobility and safety. The Abidjan Transport Project comprises activities to strengthen road infrastructure and transport system management through Government’ transport-related agencies technical and management capacity strengthening by improving educational knowledge and asset management technique of infrastructure.
4. This invitation follows the General Procurement Notice that appeared in dgMarket on 15 March 2019, in the UN Development Business online database (« UNDB») on 15 March 2019, and local newspapers Fraternité Matin on 20 March 2019.
5. MCA-Côte d`Ivoire hereby invites individual Consultants eligible to provide consultancy services for a Planning Specialist and a Documentation Specialist for the Abidjan Transport Project (ATP). Individual consultants are invited to submit their CV and financial proposal. MCA-Côte d`Ivoire will award a one (1) year contract to the selected consultant.
6. Consultants must have the following qualifications, experience and skills outlined in the detailed Terms of Reference (ToR) attached to the Letter of Invitation:
Planning specialist
• a degree in Civil Engineering (BAC + 5) or a master’s degree in Mathematics / Statistics;
• a certification in the relevant field (Planning) is desired;
• minimum of five (5) years of relevant experience in planning major infrastructure projects;
• Knowledge in the planning of construction projects by the critical path method;
• Proficiency in Primavera P6 and / or MS Project software for planning, monitoring, updating, reporting and cost control of road infrastructure projects, preferably in urban areas;
• Experiences in collaboration with international donors (World Bank, European Union, USAID, MCC, etc ......) in sub-Saharan Africa are strongly desired;
• The oral and written command of French is required, and English would be an asset.

Documentation specialist
• a degree (BAC + 4) in document management, library management or equivalent or a related degree with a specialization in document management;
• a minimum of five (5) years of experience in managing the documentation system and electronic archiving;
• Have a good knowledge of IT tools, especially document and archive management software;
• In-depth knowledge of ISO quality standards highly desirable;
• The oral and written command of french is required, and english would be an asset.

7. This RFQ is open to qualified national or international individual consultants wishing to participate in the Abidjan Transport Project’s activities.
8. A Consultant will be selected under the Individual consultants Selection method, in accordance with “MCC Program Procurement Guidelines” (P.1.B.3.10) which is provided on the MCC website (www.mcc.gov/ppg).
9. Consultants should express their interest by sending an e-mail (subject MCA-CI/CONSULT/ICS/054 to the Procurement Agent at MCACotedIvoirePA@cardno.com with full contact details. Interested Consultants are invited to submit their Application /cover letter, CV and Financial Proposal in separate files to be sent all at once using the three (03) forms included in the RFQ documents no later than August 27th, 2019 at 2:00 pm, Abidjan time.
