OPINION OF INTEREST
The selection of a firm for the development of a new mechanism for sustainable financing, economic viability and fiscal reforms in the municipal solid waste management sector in Senegal

1. This public call expression of interest follows the General Procurement Notice published in the daily "Le Soleil" on February 20, 2018.

2. The Government of the Republic of Senegal has obtained funding from the World Bank, the French Development Agency (AFD), the Spanish Agency for International Cooperation and the European Investment Bank, for the implementation of implementation of the Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED).
The execution and general coordination of the Project will be ensured by the Solid Waste Management Coordination Unit (UCG), an entity under the supervision of the Ministry of Town Planning, Housing and Public Hygiene (MULHP).
The Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED) will strengthen the governance of the sector and improve the integrated and sustainable management system for solid household and similar waste. This investment program of 355.7 M USD (322.5 M EUR) is planned for a period of 6 years from January 2020 according to the World Bank`s provisional schedule.

3. The UCG wishes to use part of the amount of the Project Preparation Funds for the “selection of a cabinet for the development of a new mechanism for sustainable financing, economic viability and fiscal reforms of the sector. the management of municipal solid waste in Senegal ”

4. The consultant`s mission is as follows:

§ Analyze and assess the resources dedicated to the waste sector, the mechanisms for recovering these resources and the current financing mechanism for solid waste management;
§ Analyze and evaluate the modalities of recovery of resources dedicated (fiscal and parafiscal and others) to the financing of solid waste management;
§ Analyze the financing model of the waste management service over a period of at least 10 years, taking into account the establishment of infrastructures and the improvement of the level of service;
§ Propose one or more sustainable financing mechanisms for the entire solid waste management sector in Senegal (from pre-collection to final disposal) by evaluating the base and the contribution of each financial instrument (TEOM, REOM, RS, Ecotaxes, industrial products, Contributions on the State Budget, Contributions from Technical and Financial Partners…) and propose others, if necessary;
§ Analyze the feasibility of the contribution of environmental taxes to the financing of solid waste management;
§ Define the contributors of these taxes;
§ Propose a way of managing these eco-taxes by comparing several scenarios: what governance (eco-organization, fund)? to finance which activities - recovery and recycling of secondary raw materials only or contribution to the general budget? ;
§ Identify the management, control and audit authorities of these eco-taxes;
§ Evaluate the degree of applicability of these eco-taxes, the brakes and levers to its deployment, the positive or negative consequences;
§ Identify potential viable channels for the recovery and recycling of solid waste;
§ Determine the reference prices for the operations of pre-collection, collection, transport, transfer, recovery and final disposal of solid waste;
§ Define practical measures to strengthen the management and collection process of the Household Garbage Collection Tax (TEOM) and the establishment and dynamization of a Garbage Collection Fee (REOM), Special Fees ( RS), their level of feasibility and the conditions for their implementation as well as the related action plan (initialization, scaling up and generalization);
§ Revisit the legal framework in force for financing the solid waste sector by amending existing texts or proposing new texts promoting the reforms necessary for the implementation of a viable and sustainable mechanism for financing the solid waste sector in Senegal ;
§ Propose the necessary support measures (reform process, resumption of the cadastre, addressing, mechanisms implemented for the most fragile households, communication and awareness of the use of taxes, household satisfaction survey, strengthening of capacities)…;
§ Analyze the experiences of a few countries with regard to the establishment of eco-taxes for solid waste management, highlighting the interest of their feasibility in Senegal;
§ Identify the potentially taxable matters for the ecotax and evaluate their resource potential and the programming of the evolution of the revenues to be drawn;
§ Identify the obstacles and risks associated with the application of environmental taxes;
§ Propose introductory texts - creation and management of an ecological tax for the support and management of residual waste according to the principle `` Polluters - Payers ``, and in particular the principle of Extended Producers Responsibility (REP );
§ Analyze the process of evaluating the potential of resources;
§ Identify the resource allocation mechanisms;
§ Propose a reform framework and legal texts;
§ Identify the instruments or accompanying measures necessary to put in place;
§ Propose an action plan and an operations manual.
5. The Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED) invites specialized firms to express their interest (in French) in providing the services described above, by providing the information following indicating that they are qualified to perform the services:

• The nature of the firm`s activities and the number of years of experience,
• The firm`s qualifications in the field of the services described above and in particular the references concerning the execution of similar contracts,
• Technical and management capacity;
• The references of clients benefiting from the services described and any other information deemed relevant

Consultants must not include in the manifestation resumes, legal documents, certificates of incorporation and / or work methodology.
Applicants can join forces to strengthen their respective skills.


6. Candidates will be selected in accordance with the Procurement Regulations for borrowers seeking financing of investment projects July 2016 and updated in September 2017.


7. A list of candidates with the skills required to perform the services will be drawn up by the Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED).
