1. The United States of America, through the Millennium Challenge Corporation ("MCC") and the Government of Côte d`Ivoire (the "Government") has signed a Millennium Challenge Account Support Compact for an approximate amount of five hundred and twenty-four million seven hundred and forty thousand US dollars ($ 524, 740, 000) ("MCC Funding") to promote poverty reduction and economic growth in Côte d`Ivoire, (the "Compact" ). MCA-Côte d`Ivoire intends to use a portion of the MCC Funding for eligible payments under the contract for which this Request for Proposal is being issued. All payments made by MCA-Côte d`Ivoire in accordance with the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and disbursement conditions of the MCC Funding. No party other than the Government and MCA-Cote d`Ivoire may avail themselves of the Compact or claim the proceeds of the MCC Funding. The Compact and its associated documents can be found on the MCC websitehttp://www.mcc.gov and on the provisional website of MCA-Côte d`Ivoire http://www.cnpc-mcc.ci .

2. The Compact program consists of two projects:
a. Skills for Employability and Productivity Project (Skills Project) which aims to increase the number of years of education and improve the acquisition of quality basic skills, including reading, math and computer skills. soft skills, for junior high school students; and to improve the acquisition of technical skills that meet the demand of the private productive sector and to increase the integration rates of graduates of technical and vocational education and training centers (TVET) supported by the Compact. ;
b. Abidjan Transport Project (Transportation Project) aims to reduce vehicle operating costs and travel times on the targeted road segments, while improving the overall mobility and safety of pedestrians and vehicles. The transport project will include investments in infrastructure and institutional strengthening to improve the flow of traffic and decongest a central corridor of the city connecting the Port of Abidjan to the North, West and East.

3. MCA-Côte d`Ivoire hereby invites individual Consultants eligible to provide consultancy services as FIDIC Specialist for the management of infrastructure construction contracts and FIDIC contracts for ATP.

4. MCA-Côte d`Ivoire will award the successful consultant, a contract a one (1) year contract renewable over a period of five (5) years in accordance with the terms of reference.

5. The qualifications required include, but are not limited to:
• Engineering degree in civil engineering with at least a certification in the management of construction contracts, preferably FIDIC contracts and / or a lawyer specializing in construction law, preferably in the field of civil engineering. road construction subject of FIDIC contracts;
• In-depth knowledge of FIDIC`s general administrative procedures and best practices, in particular the red book for construction and civil engineering works prepared by the owner and the white paper for services;
