Expression of Interest are invited for Selection of Consultants for Technical Assistance to the Project Ownership, as Part of the Autonomous Sanitation Project of the Dakar Region (Paad)

The main objective of the project is to improve the rate of access to improved sanitation in the Dakar region, by acting on all links of the on-site sanitation value chain. It will focus on 03 main components, the objectives of which are indicated below.
Component 1:
It focuses on improving access to an adequate sanitation system in households, schools and health centers and should take into account the following guidelines:
• For household access, two intervention zones "excluding collective sanitation" by 2030 will be targeted to build around 10, 000 structures (toilets and gray water management devices) with semi-open specifications respecting ideal types but leaving room for innovation;
• In schools, this will involve building or rehabilitating sanitation facilities in elementary and secondary schools (2, 000 new toilets, 700 toilets to be rehabilitated, 1, 000 urinals, 100 hand washing devices, 500 bins, some drinking water connections in schools that use water from wells or standpipes and water reservoirs and tree planting wherever possible).
• In the health centers, this will involve the construction of 9 new toilets, 80 toilets to be rehabilitated, 15 hand washing devices and devices for waste management and pre-treatment of wastewater as needed.
Component 2:
It concerns the increase in the treatment capacity of faecal sludge with a design that will treat a flow rate of 700 m3 / d for each of the STBVs of Niayes (60 m3 / d), Rufisque (60 m3 / d ), Tivaounane Peul (200 m3 / d) and 1000 m3 / d for that of Cambérène (120 m3 / d currently). The recovery of by-products from the treatment of faecal sludge in these stations is also part of this component.
Component 3:
It brings together the activities and support measures of the project with the mission of Technical Assistance to the contracting authority (subject of this AMI), the IEC campaign, the works control and supervision missions, communication and capitalization.
The project intervention area covers the 04 departments of the Dakar region: Dakar, Pikine, Guédiawaye and Rufisque.
