Expression of Interest are invited for Selection of a Consultants ' Office to Support the Development and Implementation of a Communication Plan for Reforms in the Electricity Sector in Guinea.
The opening of the expressions of interest is planned on February 8, 2019 in the conference room of the National Directorate of Public Procurement (DNMP) -Kf Kanfarandé building 3rd floor - Coronthie district - Kaloum- commune in Conakry at 10:30 am TU, in the presence of the representatives of the consultants who decide to attend the opening session.
The communication objectives of the government and EDG will be based on three main axes: (i) improving the image of EDG vis-à-vis electricity consumers and its employees; (ii) raising public awareness of the government's efforts to improve the sector; and (iii) an explanation of the rights and responsibilities of EDG's customers and employees. The communication plan will be developed to achieve the following objectives:
Improve the public perception of EDG, particularly on the causes of cuts and the floor;
Explain to the Guinean public the works and activities of improvement of the sector that EDG and the MEH are putting in place.
Educate the Guinean public on the various challenges of the energy sector, including on the ongoing reforms to improve the sector and the financial viability of EDG (on the need for payments, the dangers of illegal connections, etc.);
Educate the Guinean public about the consequences of government subsidies to the electricity sector;
Conduct activities to inform on the need for tariff adjustments, as well as to help build confidence in the government's intentions, including to improve Guinean public services;
Obtain buy-in from key stakeholders and harmonize various stakeholder groups;
Establish consistent government communication channels and coherent messages across institutions;
Create channels for relevant citizen feedback and build a bilateral public dialogue to help shape the national debate around needed attitudinal changes;
Raise public awareness of the strategic goals and ultimate goals of energy reform through a strategic campaign and tactical messages;
Conduct engagement partnerships with government departments, departments and agencies related to the energy sector;
Strengthen external and internal communication of EDG on its activities and priority projects to create membership;
Conduct strategic partnerships and commitments with energy sector stakeholders and non-energy interest groups;
Establish a set of reliable and observable benchmarks for reform so that the public can verify improvements in the energy sector and the government can demonstrate accountability and transparency.
