Tenders are invited for Selection of a Consultant Responsible for Carrying out Detailed Preliminary Studies, Tender Documents and Works Control for the Electrification of 40 Camps and the Strengthening and Extension of Distribution Networks in 150 Localities in Ivory Coast
SCOPE OF THE PROJECT
CI-ENERGIES benefits from funding from the French Development Agency (the "AFD") for the project for the Promotion of Access, Smart Grids and Solar Energy (PARIS) comprising the following components:
1. The construction of a 20MWp pilot floating solar power plant on Lake Kossou
2. The construction of a new dispatch center in Abidjan and three distribution control centers
3. The electrification of 40 camps and the reinforcement and extension of distribution networks in 150 localities
4. Pre-financing of 79, 000 additional social connections in the country.
This AFD financing takes the form of a loan of €98 million and a grant of €11 million. The latter corresponds to a grant delegation from the European Union assigned to the rural electrification component. The project is managed by a Project Execution Unit (CEP) at CI-ENERGIES. Each component will be structured with (i) a project management/consulting engineer contract for carrying out technical studies, support for the award of works contracts and works control, and (ii) one or more works.
The Candidate's services will consist of a project management mission with CI-ENERGIES to carry out technical studies, support for the award of works contracts and control of works for the electrification of 40 camps, the strengthening and the extension of the distribution networks of 150 localities in accordance with the rural electrification component of 185 rural localities.
This mission will include the following tasks:
1. Review of the Summary Preliminary Projects produced by CI-ENERGIES
2. Realization of the Detailed Preliminary Projects
a. Sizing and specification of structures (lines, transformers and substations, switching devices, etc.) taking into account forecasts of consumption and population growth over 20 years;
b. Establishment of calculation notes;
vs. Realization of the layouts on site;
d. Development of plans and diagrams: geographical plans, synoptic diagrams, equipment layout plans;
e. Establishment of lists of materials defining without ambiguity the supply and the work necessary for the realization of the project;
f. Proposal of an allotment strategy according to the geographical distribution of localities;
g. Definition of supply and work limits according to the selected allotment;
h. Development of Quantitative and Estimated Estimates (DQE) on the basis of data from the APS and real information from the field;
3. Conduct of environmental and social studies: ESIA, ESMP AND PAR
To. Realization of the environmental and social screening and the terms of reference of the environmental and social studies;
b. Preparation of Environmental and Social Impact Assessments (ESIA) and Resettlement Action Plans (RAP) relating to the works;
vs. For the development of the RAP, the data from the agricultural expertise will be provided by CI-ENERGIES.
4. Support for the award of works contracts
a. Drafting of the call for tender dossier using the AFD model
b. Support for procurement: management of requests for clarification, opening of bids, analysis of offers and award proposal, negotiation of contracts.
5. Work monitoring and control
To. Approval of the studies (calculation notes, plans, equipment documentation, etc.) carried out by the contractors
b. Validation and monitoring of work execution schedules;
vs. Monitoring and acceptance of works, including the establishment of work attachments, minutes of meetings/site visits and acceptance minutes;
d. Coordination between work packages;
e. Organization and control of the commissioning of installations
f. Bringing works and equipment into compliance;
g. Validation of the technical sheets of the equipment in accordance with the documents in force of the contracting authority;
h. Preparation of physical and financial progress reports (monthly, quarterly and annual);
i. Development of a daily work monitoring table;
d. Management of works contracts: endorsements, letters, validation of invoices, budget monitoring, analysis of requests for changes in personnel/subcontractors, etc. 6. Monitoring and control of
the implementation of the Environmental and Social Management Plan (ESMP) and the Resettlement Action Plan (RAP) relating to the works
This list of tasks cannot be contractual and is likely to evolve or decrease from now until the selection of the Consultant.
