Caninet / Development of a manual of administrative, accounting and financial procedures for the CNEJThe socio-economic climate in Togo is marked by a high rate of underemployment. The government has set up a series of initiatives to support the creation of employment but it lacks a framework of consultation of all the actors to put in synergy all theState efforts inthis area. Thus, by Decree No. 2016-088 / PR of 02 August 2016, the National Coalition for Youth Employment (CNEJ) was created. It is a state institution aimed at harmonizing interventions, mobilizing resources and communicating about employment statistics, with a view to positioninghe skills and capacities of innovation, as a major vector of an accelerated and inclusive economic growth. It has three organs in particular: the high council, charged with ensuring the respect of the general orientations of the State in matter of employment of young people, the steering committee, which technically instructs the files submitted by the High Council orby the thematic poles and the permanent secretariat, which coordinates the activitiesof the coalition and represents it in official acts. In the exercise of its functions, the permanent secretariat of the CNEJ wants to have an administrative procedures manual., accounting and financial terms. The present terms of reference are intended to describe theto achieve and the conditions of the firm's recruitment process.The general objective of the missionis to analyze the organization and management system put in place in order to make it more efficient, so that it meets the needs specific characteristics of the permanent secretariat. In summary, provide the CNEJ with a manual of administrative, accounting and financial proceduresto ensure sound management within the institution.
