Objective and Purpose of the Assignment
The Independent Evaluation Department (IED) is preparing a country partnership strategy final review

(CPSFR) validation report to assess the progress and results of Afghanistan Country Partnership Strategy

(CPS) 2009-2013. The validation will be based on consultations with various stakeholders, including

during an evaluation mission, review of relevant documents and reports, and the CPSFR provided by the

Central and West Asia Regional Department. The validation report will verify the findings and

assessments of the CPSFR, and identify lessons and recommendations for ADB-s future activities in the

new CPS period 2016-2020. The validation will be conducted by an evaluation team, supported by a Country

Program Evaluation Specialist/Consultant.
Scope of Work
The Country Program Evaluation Specialist will be engaged for 40 working days during October 2015 to

March 2016 on an intermittent basis. The consultant will review and analyze country assistance program

context, evaluate and discuss the Asian Development Bank-s (ADB's) performance in relation to objectives

and targets indicated in ADB-s strategies for Afghanistan. He/she will review the details of evaluation

framework and questions presented in the evaluation approach paper and advice the team in the overall

preparation of the CPSFR validation report.
Detailed Tasks and/or Expected Output
More specifically, the Country Program Evaluation Specialist will
(i) conduct desk review of relevant background materials, including, but not limited to, the CPSFR, the

CPS, country operational business plans (COBPs), and project documents;
(ii) validate the CPSFR-s assessment of the CPS based on different evaluation criteria, and assess the

quality of the final review;
(iii) assess the appropriateness of ADB program and strategic positioning in the light of the country-s

development context and government priorities;
(iv) prepare a contextual review of the implementation of the CPS, including (a) country context and

development goals; (b) country strategy; (c) sector-level strategy, outputs, and outcomes; (d) CPS

implementation; and (e) ADB-s institutional performance;
(v) prepare a sector assessment of the agriculture and natural resources (ANR), energy, and transport

sectors, and review issues, opportunities, and challenges that have implications on ADB-s operations;
(vi) review reports and recommendations of the President (RRPs) and project completion reports (PCRs),

plus advisory technical assistance (ADTA) papers and technical assistance completion reports (TCRs), in

the energy and transport sectors;
(vii) prepare a draft of the validation report, using IED-s Guidelines for the Preparation of Country

Assistance Program Evaluations and Country Partnership Strategy Final Review Validations and template

documents;
(viii) participate in the independent evaluation mission, including field visits;
(ix) conduct consultations with relevant stakeholders (government officials, in-country development

partners and civil society organizations, staff from ADB headquarters and resident mission) in

Afghanistan;
(x) revise draft of validation report, incorporating findings from the mission, comments and/or

feedback from various stages, i.e., from peer reviewers, IED management, interdepartment and government

reviews; and
(xi) perform other tasks that may be assigned by the team leader in the context of the CPSFR validation.
Minimum Qualification Requirements
The Country Program Evaluation Specialist should have extensive knowledge of sector issues in

Afghanistan.
