Description : INTER STATE GAS SYSTEMS (PVT) LTD. INVITATION TO BID For The Machike ? Taru Jabba Oil Pipeline Project (MTOPP) On Boot Basis Inter State Gas Systems (Private) Limited (ISGS) intends to implement ?Machike-Taru Jabba Oil Pipeline Project (?MTOPP?) under Build-Own-Operate-Transfer (?BOOT?) model. ISGS is a company incorporated under the Companies Act, 2017 and is a subsidiary of Government Holdings (Private) Limited. The MTOPP will ultimately be capable of transporting White Oil Products (i.e. High Speed Diesel (?HSD?) and Motor Spirit (?MS?)) from Machike to Taru Jabba via Chakpirana and Rawat. The MTOPP however has been divided into three Sections for which separate bids would be required by the bidder. The proposals (bids) are invited on the basis of single stage-two envelope bidding procedure of Public Procurement Rules, 2004 (?PPR?) of Pakistan separately for each of following Sections of MTOPP: Description Tender No. Section 1: Machike ? Chakpirana (approx. 135 Km) ISGS/PROC/TE-MTOPP /17-18-S1 Section 2: Chakpirana ? Rawat (approx. 117 Km) ISGS/PROC/TE-MTOPP /17-18-S2 Section 3: Rawat ? Taru Jabba (approx. 175 Km) ISGS/PROC/TE-MTOPP /17-18-S3 2. The bidder will have a choice to submit bid for any or all the Sections of MTOPP through separate bids for each section(s). ISGS reserves the right to proceed with the Project with or without any of three Sections of MTOPP. ISGS also reserve the right to annul the procurement process for any or all Sections. 3. ISGS invites sealed bids from reputable companies/firms/entities registered with relevant authorities of Pakistan and having local and/or foreign experience of implementation and operations of oil and gas transportation pipelines. The bidders are required to comply with the local laws of Islamic Republic of Pakistan in order to provide services in Pakistan. 4. The bidding documents, which contain detailed terms and conditions, method of procurement, procedure for submission of bids, bid security, bid validity, opening of bids, evaluation criteria, clarification/rejection of bids, performance guarantees etc. are available for the interested bidders to be downloaded from the website of ISGS (www.isgs.com.pk). Prospective bidders may request a clarification on any aspect of this RFP till 17th February, 2018. Price of the bidding documents (non-refundable) is Rs.5, 000/- (Pak Rupees Five Thousand Only) for each Section separately which is to be submitted in the form of a Bank Pay Order or Demand Draft in the name of Inter State Gas Systems (Pvt.)
