i) The district of Osnabrueck, as the competent authority within the meaning of Regulation (EC) No. 1370/2007 of the European Parliament and of the Council of October 23, 2007 on public passenger transport services (VO 1370/2007), intends a public service contract (OeDA) on public passenger transport services in his area of ​​responsibility.
