Expression of Interest are invited for Resettlement Framework Consultant for the Madagascar Scaling Solar project.
International Finance Corporation (IFC)is advisor to the Government of Madagascar (GoM)for the selection of independent power producers (IPPs) to develop a grid-connected solar photovoltaic (PV) plant under the Scaling Solar approach. As currently envisioned, the Project Documents will require the winning bidder to prepare and implement a Resettlement Action Plan, including payment of compensation to Project Affected People, covering land and other assets impacted by both the solar plant, the transmission line and sub-station. To allow potential concessionaires to understand the work required and accurately estimate costs for any potential displacement impacts prior to bidding, GoM, with input from IFC, are commissioning a Resettlement Framework(RF). IFC seeks a qualified resettlement consultant with experience in resettlement planning and implementation. The consultant is expected to use the IFC sustainability framework as well as the relevant local legal and regulatory framework.
