Tenders are invited for Replacement of Damaged Precast Concrete Cover Slabs to Service Tunnel at Terminal I.

The Mauritius Ports Authorityis inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 592/2023 - Replacement of Damaged Precast Concrete Cover Slabs to Service Tunnel at Terminal I as more fully described in the bidding document.

The bidding exercise shall be conducted through the Open National Bidding method according to the procurement rules and regulations issued by the Procurement Policy Office.

Scope of the Works

The scope of works comprises the following inter-alia:

1. Carrying out a joint survey to identify and mark the damaged precast cover slabs for the necessary replacement with new ones and to carry repair works to part of the existing ones;

2. Careful lifting of existing damaged precast concrete cover slabs along the service tunnel and subsequent transfer of these cover slabs for being stored at a dedicated stacking yard within the port area;

3. Manufacture, transport and placing of new precast concrete cover slabs along service tunnel located at Terminal I;

4. Careful lifting and bringing the partially damaged cover slabs for repairs to the contractor-s yard, i.e., outside the port area and thereafter transferring the repaired cover slabs back to Terminal I for re-laying onto the service tunnel; and

5. Associated ancillary civil works in connection with localized repairs to walls of service tunnel or surrounding area.

Qualifications

Bidders should have the following minimum qualification to be eligible as a contractor for undertaking the project:

1. valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for, under the following class(es): Bidders to be classified as Small Contractors or higher grades;

2. At least two (2) works contracts comprising of the construction of heavy-duty precast concrete covers or a similar nature over the last 5 years, each of value not less than Rupees Three Million (MUR3.0 million); and

3. Other qualifying criteria as mentioned in the bidding document.

Pre-bid Meeting

Bidders or their designated representatives are invited to attend a pre-bid meeting on Monday 09 October 2023 at 10.00 hours. The meeting place is the Conference Room of the Mauritius Ports Authority at Ground Floor, H. Ramnarain Building, Mer Rouge, Port Louis.

Submission of Bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: MPA/IFB/2023/170.

Bids for the above must be submitted online on the e-Procurement System at latest by Monday 30 October 2023 at 15.00 hours.

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Monday 30 October 2023 as from 16.01 hours up to Tuesday 31 October 2023 at 14.00 hours.

Bids will be opened online at the Mauritius Ports Authority on Tuesday 31 October 2023 as from 14.05 hours inthe presence of bidders or their representatives who choose to attend.

The Mauritius Ports Authority reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority MauSign by applying online on the website https://mausign.govmu.org/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organizes regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
