The Redemption Hospital through the Ministry of Health in collaboration with the German International Cooperation (GIZ) intends to improve the waste management systems at the government run hospital in New Kru Town, Bushrod Island. The hospital will undertake repairs of incinerator and autoclave installed at its facilities as well as rehabilitate the damaged drainage systems associated with waste zone. In this context, the Redemption Hospital with support from the GIZ invite applications from firms/ companies/ joint ventures, to undertake “repair of the incinerators and autoclave installed at the hospital as well as rehabilitate the damaged drainage systems associated with the waste zone”.

PART-I PROJECT BACKGROUND

1 PROJECT BACKGROUND
1.1 INTRODUCTION

The Redemption Hospital is a Public hospital that bears one of the heaviest burdens of patients in the Country. The structure that is now a hospital was originally a market building that was transformed into a hospital in 1982 by the people’s Redemption Council (PRC). Its initial bed capacity was 50 but this number has grown over the years especially during the civil crisis when Medicines Sans Frontiers (MSF) Belgium operated and expanded the facility. The current bed capacity is 150. The hospital also has a nine – bed integrated severely infection unit (INSITU) which is used for isolation of suspected and confirmed cases of epidemics potential such as hemorrhagic viral fever, measles, rabies etc. The catchment population is about 400, 000 with referral coming from the western counties which include: Grand Cape Mount, Bomi and Gbapolu. The hospital serves diverse groups of patients on a free service basis. The services offered are concentrated in two categories: Outpatient care and Inpatient care. Services offered in the Outpatient department include: general consultations for pediatrics and child health, maternal and reproductive health, surgery, internal medicine. Other specialized services are: Dental, Ophthalmology, Mental Health, Sexual & Gender based violence (SGBV), Family planning, HIV and AIDS & TB Clinics. The Inpatient department offers services in Pediatrics which include Neonatal Intensive Care Unit (NICU) and Malnutrition, Maternal and Reproductive health, General Surgery and Internal Medicine. The Emergency Medicine Department offers 24hrs of emergency care as well as free ambulance service. Imaging procedures include X-ray, Ultrasonogram, Mammogram, Endoscope, Colposcope etc. The Redemption Hospital, being one of the major hospitals in the country, is producing huge quantity of solid waste up to an estimated 300Kg/Day due to the high number of patient flow at the hospital. The hospital has an incinerator and an autoclave installed for the disposal of its solid waste but are currently not functional.

Due to the breakdown of these equipment, the hospital now relies on the alternative of burial pits or open-air burning for the disposal of healthcare waste. These disposal methods are not the recommended practice for the safe and appropriate management of healthcare waste. Even the controlled disposal of wastes on a secured landfill site is not viable if the wastes are not segregated adequately. Disposal of placenta and other pathological waste in nonengineered pits could also contaminate groundwater, the source of drinking water for the communities. In an effort to improve the above-mentioned situation, the MoH with the support of GIZ has identified as its fundamental objective to treat and dispose the infectious waste generated from the healthcare facilities efficiently and economically without damaging human health and environment. The repair of both incinerators and autoclave as well as the rehabilitation of the drainage and waste zone will further the aforesaid objective of economically disposing infectious waste from the hospital thus contributing to the betterment of the hospital’s waste management in New Kru Town Community.

1. Objectives:
The objective of the Project is to;
A. Incinerator and Autoclave
i. To rehabilitate, repair, overhaul and replace essential parts of the incinerator to make it
operational at its optimum capacity.
ii. To ensure that the performance of the incinerator is functional to be in compliance with
the prescribed key performance indicators and applicable environmental laws in the
country.
B. Drainage
i. To rehabilitate existing drainage structure to increase efficiency and capacity as well as
acquire and improve new sites to improve the flow of storm water or liquid waste.
ii. Provide survey, engineering and environmental design services as necessary to extend
the existing drainage structure to the main drainage area to adequately control the storm
water or liquid waste associated with the incinerator. The rehabilitation of the drainage
structure should ensure compliance with the EPA quality standards for disposal of liquid
waste.
C. Waste Zone
i. To rehabilitate the existing structure of the waste zone to enable proper functioning.
ii. To create free access way from the existing transit waste zone from the INSITU to the
main waste zone.
2. Scope of Work:
The scope of work for the Project:

A. Incinerator and Autoclave
i. Rehabilitation of the incinerator by repairing, overhauling or replacing essential
parts/equipment/machinery to make it operational at its optimum capacity.
ii. Rehabilitation of the Autoclave by repairing, overhauling or replacing essential
parts/equipment/machinery to make it operational at its optimum capacity.
iii. The contractor must ensure strict health and safety measures are taken into
consideration at all times during the performance the service at the project site in
accordance with environmental laws of Liberia.
B. Drainage
i. To modify the existing drainage facilities and infrastructure to increase efficiency
and capacity;
ii. Remove and dispose of debris from the existing drainage structure to ensure the free
flow of storm water or liquid waste;
iii. Repair broken walls of the existing drainage structure as necessary to ensure from
flow of storm water or liquid waste;
iv. Clean existing drainage structure to its optimum depth of 2 feet depth;
v. Transportation of solid waste collected from the drainage system should be properly
disposed of in accordance environmental safety laws of Liberia;
vi. Liaise with the Redemption Hospital authority to acquire and improve new sites to
extend the existing drainage to the main drainage.
iv. The contractor must ensure strict health and safety measures are taken into
consideration always during the performance the service at the project site in
accordance with environmental laws of Liberia.
C. Waste Zone
i. Rehabilitate broken walls of the existing structure and a mass concrete floor finish
to ensure smooth access to and from the waste zone.
ii. Construct a roof covering with rain water drain around the waste zone as necessary
and proper painting of walls, beams and roof structures.
iii. The contractor must ensure strict health and safety measures are taken into
consideration at all times during the performance the service at the project site in
accordance with environmental laws of Liberia.
3. Salient Features/ Assignments:
In addition to the scope of work set out in Clause 2 (Scope of Work) above, the
contractor selected for the Project (“Contractor”) shall be responsible for the
following;
i. Rehabilitation of the incinerator to the satisfaction of the Client, carry on a test
operation of the INCINER8 I Incinerator to ensure it is at its optimum capacity
of 200kg/hour. All materials required for the test run of the incinerator and
autoclave shall be provided the contractor
ii. Provide advice on the maintenance of the incinerator and spare parts inventory
required for operations and maintenance at site.
