Terms of submission of offers:



· Offers shall be submitted in accordance with the bid requirements, specifications and bid submission requirements attached thereto. Bids that do not meet the required conditions will not be considered.



· Bids must be submitted in two separate envelopes sealed with red wax and sealed with the bidder's seal indicating the name of the project and the tender number. The first envelope includes a technical offer ( original + two copies + a copy on a CD ) and an unpriced financial offer, and the second envelope includes a financial offer of an original and a copy .





· An initial insurance of ( 4, 800 LYD ) Libyan dinars shall be attached to the unpriced financial offer, according to a letter of guarantee or a certified instrument issued by a bank operating in Libya in the name of the Sirte Company for the Production and Processing of Oil and Gas, in a separate, sealed and waxed envelope . No bid will be accepted unless it is accompanied by the bid bond. The value of the bid bond will be returned to those who were not awarded the bid.



· The winner of the bid must submit a final bond in an amount of not less than 10 % of the total value within 30 days of being notified of the acceptance of his offer, and the final bond must remain valid throughout the contract period, until the contractor fulfills all his obligations, and the final bond is released after the expiry of the period The guarantee (guarantee of good performance) that is not less than one year from the date of the initial receipt of the works, and after the contractor has fulfilled all his contractual obligations stipulated in the contract.



· The company has the right to exclude companies that do not have the ability to implement or do not meet the required conditions.

· The bids will be delivered to the secretariat of the main bidding committee at the company's headquarters in Brega during official working hours and according to the date set for the project, at its headquarters located in the main administrative building in the first region - Marsa El Brega.

· Companies wishing to withdraw the tender documents should send a letter addressed to the Main Bidding Committee expressing their desire to participate, including authorizing one of their employees to withdraw the brochure.
