Expression of Interest are invited for Renewable Energy Specialist and Project Manager.

The Government of Angola (GoA) has received a USD 1 million grant from the Sustainable Energy Fund for Africa (SEFA) managed by the African Development Bank to financially support the Angola renewable Energy Program (AREP), and it intends to apply part of the agreed amount of this grant to recruit a long-term Renewable Energy Expert and Project Manager.

AREP aims to strengthen the technical capacities of the GoA (including the Ministry of Energy and Water, the National Transmission Network, the Regulatory Institute for Electricity and Water, the Ministry of Environment and the Ministry of Finance) so it can independently roll out different windows of competitive, transparent and streamlined bidding. The long-term objective of AREP is to set up a dedicated framework that will act as a one-stop shop for all future competitive procurement for energy IPPs in Angola. This strategic shift is expected to encourage private investments into renewable energy generation and reduce the country’s dependence on fossil fuel resources. The AREP Program is implemented by GoA through its Ministry of Energy and Water (MINEA).

The specific objective of the services to beprovided under the assignment is to assist the coordination of implementation of the AREP and to advise and assist MINEA in establishing and operationalizing an IPP procurement framework. The Renewable Energy Expert and Project Manager will be embedded within the National Directorate of Renewable Energy. The duration of services is twelve (12) months, starting around April 1st 2019.

The Ministry of Energy and Water, through the National Directorate for Renewable Energy (DNER), now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send their CV, in English and Portuguese, providing information demonstrating that they are qualified to perform the services, namely their qualifications and experience, their ability to undertake this assignment (reference to similar services and assignments, experience in similar conditions, availability, contacts of professional references, etc.).

The applications received will be assessed according to the following criteria: i) At least a Master’s degree in Energy, Economics, Management or similar disciplines (15%); ii) Minimum of 10 years of relevant professional experience in the energy sector, especially in IPP procurement in the renewable energy sector (40%); iii) At least 2 experiences in the management of projects of similar nature (30%); iv) Proven experience in applied policy oriented research and policy dialogue, including experience in Africa (15%); v) Fluency in Portuguese and English is mandatory.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
