Expression of Interest are invited for Renewable Energy Development in Cabo Verde

Cabo Verde is highly dependent on imported fossil fuels for energy production (83.2%) with direct impact on high electricity tariffs and the competitivity of the economy. The country has significant solar and wind resources, which would allow for development of renewable energy. A National Program for Sustainable Energy (NPES) was launched within the framework of the country-s Strategic Plan for Sustainable Development (2017-2021). NPSE aims to accomplish the transition to a secure, efficient and sustainable energy sector, reducing dependence on fossil fuels and ensuring universal access to electricity and energy security. NPES is focused on five key areas: (i) institutional strengthening and improvement in business environment; (ii) energy market reform; (iii) investment in strategic infrastructure; (iv) renewable energy development; and (v) promotion of energy efficiency.

The objective of the proposed consultancy is to undertake a preliminary market assessment of large-scale renewable energy program in Cabo Verde and assess sustainable business models for rooftop solar, solar thermal heating and cooling. The analysis will support Cabo Verde-s energy transition pathway, specifically the achievement of the objectives stipulated in the Master Plan for the Power Sector (2018-2040) to reach 54% renewable generation by 2030. The assignment comprises four activities: (i) technical support for utility scale-renewable energy pipeline development; (ii) strategic support on renewable energy project bankability, including design of a risk mitigation facility to address the off-taker risk; (iii) sustainable business models for investments in rooftop solar photovoltaic, solar thermal heating and cooling; (iv) maximization of socio-economic benefits of renewable energy development.
