Tenders are invited for Relating to the Project Management of the Construction of a Main Building and Three (03) Annexes of the Laba Center, Region De L'est, Department of Haut-Nyong, District of Messamena in Emergency Procedure
The services include in particular:
a) Permanent monitoring of the site
The BET, which will have the title of Project Manager, will ensure permanent monitoring on the sites during the actual duration of the works by personnel with the necessary technical qualifications. Its working methodology will be approved by the Project Owner.
The BET will have to develop the method that it thinks it can apply for the control of the works, including the coherence of the interventions of the other trades and the methods of the various necessary tests and their frequencies.
The BET will work jointly with the contractor awarded the project.
b) General Inspection
Before the start of work, the BET will be responsible for:
- checking the availability of the material and equipment provided by the companies;
- the verification of the execution files established by the companies before the start of the work
- the control of the installation on the construction site of the companies;
During the execution of the works, the BET will be responsible for:
supervision and control of the installation of buildings, structures and various networks;
monitoring and control of the supply of materials to the site;
the organization of weekly site meetings with the various managers of the deconcentrated services of the Project Owner, partner Administrations and Companies;
the organization of monthly site meetings with the heads of the central services of the Project Owner, partner Administrations and Companies;
the control of the conformity of the execution of the works with the prescriptions of the documents and contractual clauses of the contract concluded with the companies in terms of quality, deadlines and cost;
carrying out tests on materials, including on an unannounced basis (concrete, aggregates, soils, etc.) which must appear in the monthly reports;
the establishment of daily site reports;
the establishment of attachments and quantities contradictorily with the companies;
the verification and visa of the monthly financial statements for the works;
drafting and distributing the minutes of monthly site meetings;
the establishment and monthly distribution of a report on the progress of the work and on the expenses incurred, the technical results of the implementation of the various materials and aggregates;
organization of provisional and/or final acceptance of buildings and works ;
the establishment, with the last count, of the plans for consolidation.
Also, the BET will be responsible for:
- examining the reports of any complaints from the Companies performing the contracts with a view to pronouncing the validity of these;
- to help the Project Owner or his representative to settle disputes that may arise between the Project Owner and the Company, except in the case of arbitration or litigation;
- to establish correspondence with (the) Contractor(s) within the framework of its attributions, or to inform by mail of anomalies occurring during the work. Service orders that may have an impact on the deadline and the envelope will be signed by the Project Owner or his representative;
- the BET may not, under any circumstances, without the prior consent of the Project Owner or its representative, undertake transformations which would entail additional costs;
- the BET will transmit to the Contracting Authority or its Representative the monthly work situations which must be established according to the contradictory attachments, various measurements concerning the work or the part of the work covered by the attachment and any other calculation necessary for its justification.
At the time of the execution of the reinforced concrete works, partial receptions will be established as well as during the reception of the formwork, the reinforcements, the layouts, etc.
The results of the laboratory tests will be the subject of reports signed jointly by the BET and the representative(s) of the Companies.
The BET will be responsible for notifying the Client of the end of the work and the possible acceptance of a work.
Report :
The monthly report will include:
- a summary of the main technical and financial characteristics of the works undertaken and in progress, the main installation and start-up dates for the works, the difficulties encountered,
- the description of the works carried out during the month, the results of the controls, the partial or total expenses incurred with a comparison of the initial estimates and the balance,
- a summary of the control actions carried out,
- the various constraints encountered and the solutions adopted.
Images will also be included in the report and will allow you to see the progress of the work.
At the end of the work, the BET will organize the various receptions indicated.
After the provisional acceptance of the works, an end of works report will be provided in 05 copies for each building. This report will include the patching plans, the summary description of the progress of the work, the cost of each structure, including the final quantities put in place, a summary of all the data that can be used later for the execution of similar projects. A comparison between the planned costs and the total cost of each work as well as a comparison of the quantities put in place with the forecasts.
A bank of images will be created on a digital medium.
The file can be obtained from the Contracts Service, located at the ASCNPD headquarters building in the ESSOS district in Yaoundé, Tel. 699 97 33 71/675 21 38 38, upon publication of this notice, upon presentation of a receipt for payment of a non-refundable sum of sixty thousand (60, 000) CFA francs payable to account no. 335988 opened in the name of ARMP in the books of the various BICEC agencies.
Under penalty of rejection, each bidder must attach to his administrative documents, a bid bond in the amount of seven hundred and twenty thousand (720, 000) CFA francs, drawn up by a first-rate bank approved by the Ministry of Finance and whose the list appears in exhibit 12 of the DAO, valid for thirty (30) days beyond the original date of validity of the offers.
