Tender Details

Tenders are invited for rehabilitation work of the Training and Development Center of Franceville (CFPF) single lot.

1. As part of the rehabilitation of the Road Transgabonais, The State made a loan from the French Agency for Development (AFD) to finance its share in the Rehabilitation Program, namely the rehabilitation of Rail Infrastructure.
The concessionaire of the Gabonese railways (SETRAG) in its role of prime contractor intends to use part of these funds made available by the State of Gabon through the AFD loan to make the expected payments under the Contract subject of this invitation to tender.
This call for tenders is referenced AOIO No: 27-11-18-AFD / SET dated 09 February 2019 relating to the rehabilitation works of the Training and Development Center of Franceville (CFPF) in a single lot:

I. Rehabilitation of eighteen (18) dwellings in the CFPF social zone.
II. Rehabilitation of eleven (11) housing units in the CFPF teaching area.

It is open to national and international bidders with the required skills.

2. SETRAG solicits closed bids from eligible bidders meeting the qualifications required to perform the above work.
The turnaround time for the work following the allotment is indicated in the Bidding Documents (DAO).
3. The award of the Contract shall be conducted by Open International Competitive Bidding (AOIO) as defined in the "Guidelines: Procurement financed by the Donor Loans" with the particularity mentioned above.

5. Conditions of Qualification and Selection are:
The qualification requirements as indicated in the Open International Invitation to Tender and on the one hand the financial capacity, and on the other hand the technical capacity and experience are those listed under point 2 - Qualification - of Section III of the "Evaluation and Qualification Criteria". A margin of preference will not be granted to eligible bidders (see the call for tenders document for detailed information).

A Submission Guarantee is required. Its amount is:
10, 000, 000 CFA (10 million CFA francs) for the single lot.
The successful tenderer will be chosen on the basis of his qualifications and his experience in the field of civil engineering, construction and public works (construction, earthworks and sanitation); his ability and ability to mobilize adequate human and material resources for carrying out the work within the time limits indicated; its solvency and financial capacity.
These criteria will be decisive for the selection. No factor that is not defined above may be used to judge the Bidder's qualification.
6. A preparatory meeting will be held at SETRAG (General Directorate meeting room) on Tuesday 26 February 2019 at 10:00. A visit to the works site will be organized from 27/02/2019 to 28/02/2019 by the SETRAG Project Owner.

7. The Bidding Documents (DAO) will be sent by e-mail (E-mail: appel.offres@setrag.com) to the companies identified and likely to respond effectively to the objectives. No payment is required. Tenders must be submitted to the address below no later than 08 April 2019 at 10 am local time. The Late bids will not be accepted.
