Tenders are invited for Rehabilitation and upgrading of the Regional Hospital Center of San Pedro and the General Hospital of Soubré.

of Debt Relief and Development (C2D) between France and Côte d'Ivoire and managed, on the French side, by the French Development Agency (AFD), to finance the Health System Strengthening Project (PRSS), implemented by the C2D Santé Project Coordination Unit (UCP C2D Santé); and to use part of these funds to make payments under the Markets for the Rehabilitation and Upgrading of the San Pedro Regional Hospital Center (CHR) and the General Hospital (HG) of Soubré (T276 / 2018).
2. UCP C2D Santé solicits closed bids from eligible candidates who meet the qualifications required to carry out the rehabilitation and upgrading of the Regional Hospital Center (CHR) of San Pedro and the Hospital General (HG) of Soubré.
This invitation to tender consists of two (2) lots:

Bidders may participate in one or both lots.
The contracts resulting from this invitation to tender will be global and fixed price contracts. The overall price and lump sum includes all subjections included.
3. The award of the contract will be conducted by open invitation to tender as defined in the Code des Marches Publics in Article 56, and open to all eligible Applicants. The conditions of eligibility for AFD financing are specified in the Procurement Guidelines available on the website www.afd.fr.
4. 5. The qualification requirements are:
(a) To have the necessary key personnel specified in section III - Evaluation Criteria of the Tender Documents.

(b) Have the essential equipment specified in section III - Evaluation Criteria of the Tender Documents.

(c) Have a minimum of average annual turnover of commercial activities over the last three (3) years (from 2017 to 2015 or from 2016 to 2014) of:
- Lot 1: Three billion (3, 000, 000, 000) FCFA ;
- Lot 2: Three billion (3, 000, 000, 000) FCFA; and
- The two lots: Five billion (5, 000, 000, 000) FCFA

(d) Have a line of credit issued by a commercial bank approved by the Minister in charge of Economy and Finance of an amount equal to:
- Lot 1: Five hundred million (500, 000, 000) FCFA;
- Lot 2: Five hundred million (500, 000, 000) FCFA; and
- The two lots: Eight hundred million (800, 000, 000) FCFA

(e) Have in the last five (5) years, successfully completed as a principal business at least:

Lot 1: Have completed as a main business, at least two (2) construction / rehabilitation buildings of similar volume for public use comprising of the VRD and the electricity network, during the last five (05) years from January 1, 2013.

Lot 2: Have realized as a main enterprise, at least two (2) markets construction / rehabilitation of similar volume buildings for public use including VRD and electrical network, during the last five (05) years from January 1, 2013See the tender document for detailed information.

Both Lots: Have completed as a main business, at least three (3) contracts for construction / rehabilitation of similar volume buildings for public use including HHT and electrical network, over the last five (05) years at from 1 January 2013

7. A visit to the site of the CHR of San Pedro followed by a preparatory meeting is scheduled for June 15, 2018 at 9 am at the CHR of San Pedro.
8. A visit to the site of the HG Soubré followed by a preparatory meeting is scheduled for June 14, 2018 at 9 am at the HG Soubré.
9. Tenders must be submitted to the following address: UCP C2D Santé secretariat, Abidjan, Plateau, rue Thomasset, Saint Augustin building, 6th floor no later than 10th July 2018 at 10:00 am.

10. Tenders must include a provisional bond issued by a bank, a financial institution or a third party approved by the Minister of Finance of Côte d'Ivoire, in the amount of:
- Lot 1: Twenty-nine million (29, 000 000) F CFA
- Lot 2: Twenty-nine million (29, 000, 000) F CFA
The absence of provisional bail is eliminatory.
Bidders will remain bound by their offer for a period of one hundred and twenty (120) days from the deadline for submission of bids.
11. As soon as the award decision is confirmed, the Contracting Authority will publish in the Official Public Procurement Bulletin and by posting on its premises the award decision and will make available to tenderers the analysis report of the judging committee, which guided the award to the address mentioned above.
12. The contracts resulting from this invitation to tender will be subject to stamp and registration formalities and the regulatory fee (rate: 0.5% of the amount excluding market taxes) at the expense of the Holders.
