Tenders are invited for Rehabilitation and Upgrade of Water and Wastewater Treatment Facilities.
Closing Date: 28 February 2018 at 10:30 (Local Time)
Restriction: The time for completion of the design and construction activities is up to 36 months from the contract commencement date, including a period of up to 12 months where the contractor will assist and train the employer’s staff in the operation of the treatment facilities. For each facility, the defects liability period will commence immediately after the employer takes over a facility or a section thereof. A margin of preference will not be applied. Details of the experience requirements are set out in the initial selection/pre-qualification documentation. Indicative design and construction/installation experience requirements are as follows: (a) Raw water intake facilities (including pontoons); (b) Raw water pipelines; (c) Water treatment plant (with water source being: surface water (excluding sea/saline water) and ground water); (d) Wastewater treatment plant (including waste stabilization ponds); (e) Pumping stations for both raw water and potable (treated water); (f) Raw water and potable water storage facilities. Experience in the provision of training to employer’s personnel in the operation and maintenance of water and wastewater treatment facilities. It is expected that the Request for Bids/Proposals will be made available to shortlisted applicants in the second quarter of 2018. Initial Selection/Pre-qualification will be conducted using the World Bank Standard Procurement Document (“Initial selection Works Design build, July 2017”). Applicable procurement regulations are: The Zambia Public Regulations SI No. 63 of 2011 and the European Investment Bank Guide to Procurement June 2011 (“Procurement Regulations”). Where the two conflict, the EIB guideline takes precedence. Initial Selection/Pre-qualification is open to all eligible applicants as defined in the Procurement Regulations. The World Bank Standard Procurement Document “Request for Proposals Works Design and Build, July 2017 (“SPDRFWORK Design Build”), as amended to suit EIB and Zambia Procurement Regulations, will be used after pre-qualification. The General Conditions of Contract shall be the “Conditions of Contract for Plant and Design-Build” 1st edition 1999 prepared by the Fédération Internationale des Ingénieurs-Conseils (FIDIC). These General Conditions shall be subject to variations and additions which will be set out in the Particular Conditions of Contract. The completed applications for pre-qualification should be submitted in clearly marked envelopes and delivered. Applications must be clearly marked “Application for Initial Selection: “ZWS2-C1xD-W-001: Rehabilitation and Upgrade of Water and Sewerage Treatment Facilities in the towns of Chingola, Chililabombwe and Mufulira - Design and Build”. Telefax/electronic offers and late applications shall be rejected.
