Electricité de Guinée (EDG) obtained funding from AFD (EUR 40, 000, 000) and the European Union (EUR 25, 000, 000) for the construction project of the Lokoua dam and the electricity transmission and distribution network of Forest Guinea.
Part of this funding will be used to recruit a service provider to carry out the feasibility studies, the detailed preliminary design (APD), the environmental and social impact study (ESIA), the environmental and social management plan ( PGES) and the tender documents (DAO) for the rehabilitation and extension works of the transport and distribution networks of the towns of N`Zérékoré, Lola and Yomou. The service can also extend to support EDG in the evaluation of the bids received as well as to mobilization as Project Manager (MOE) of the project.
The services of the consultant will be aimed at:
- Determining the existing and future electricity needs over at least the next 20 years and those covered by the current MV and LV networks;
- Determine the mapping of MV, LV networks and existing substations in the towns of N`Zérékoré, Lola and Yomou as well as that of networks and substations to be built or rehabilitated according to the needs that will have been determined. The consultant will rely for this on the mapping of the MV and LV networks carried out by EDG. The determination of network routes and all the technical characteristics of substations and lines must correspond to the directives provided by the Studies and Works Department of EDG. Decentralized solutions are also possible. ;
- Specify the work to be carried out for the rehabilitation and extension of electrical networks and their management in the area concerned, with, if necessary, an update of the location of existing stations and networks;
- Measure the environmental and social impact of the project and propose means of managing any identified risks; Propose activities to stimulate the socio-economic development of the area enabled by the arrival of electricity.

The duration of the studies is estimated at 6 months to which will be added the duration of mobilization to support the evaluation of the bids received as well as as project management.

The consultant will be able to count on the support of EDG to carry out his mission.

Electricité de Guinée (EDG) invites consultants to express their interest in providing the Services described above.
The eligibility criteria for AFD financing are specified in article 1.3 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website www .afd.fr.
Interested consultants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.
The similar nature of the experiences will be analyzed according to:
- The size of the contracts: at least 3 similar references over the last 5 years in sub-Saharan Africa for an amount of EUR 500, 000;
- The nature of the service: carrying out a feasibility study, carrying out a detailed preliminary project, writing an impact study, a project management service including technical assistance for the award works contracts (drafting of the tender documents, selection process for companies), drafting of an Environmental and Social Management Plan, and supervision of works;
- In the technical field: the construction and rehabilitation of MV / LV networks in urban and peri-urban areas, including connections with prepayment meters,
The consultant will attach as proof of his experiences the satisfaction certificates of the Project Owners.
The EDG will also examine the relevance of the expressions of interest with regard to the following information:
- Competence and availability of consultants,
- Involvement of local correspondents / partners,
- Quality certificates and professional qualifications (ISO 9001 standard required).
If the consultant is formed as a consortium, the expression of interest must include:
- A copy of the consortium agreement concluded by all of its members.
OR
- A letter of intent to form a group in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.

Electricité de Guinée (EDG) will draw up a shortlist of a maximum of 6 candidates, preselected on the basis of the applications received, to whom it will send the Request for Proposals for the performance of the required Services.

Consequently, there can be no legal link between AFD and our company, our consortium, our suppliers, contractors, consultants and subcontractors. The Contracting Authority retains exclusive responsibility for the preparation and implementation of the procurement process and their execution. Depending on whether it concerns works contracts, supplies, equipment, intellectual services (consultants) or other services, the Client may also be referred to as Client or Buyer.
2. We certify that we are not, and that none of the members of our group, nor of our suppliers, contractors, consultants and sub-contractors, is in one of the following cases:
2.1 Be in good condition or have is the subject of bankruptcy, liquidation, judicial settlement, safeguard, cessation of activity proceedings, or be in any similar situation resulting from proceedings of the same nature;
2.2 Have been the subject of:

A conviction handed down for less than five years by a judgment having the force of res judicata in the country where the Contract is performed, for fraud, corruption or any offense committed in connection with the award or performance of a contract ( in the event of such a conviction, we have the option of attaching additional information to this Declaration of Integrity which would allow us to consider that this conviction is not relevant in the context of the Contract);
b. An administrative sanction pronounced less than five years ago by the European Union or by the competent authorities of the country in which we are established, for fraud, corruption or any offense committed in connection with the award or execution of a market (in the event of such a sanction, we can attach additional information to this Integrity Declaration which would allow us to consider that this sanction is not relevant in the context of the Contract);
vs. A conviction handed down for less than five years by a judgment having the force of res judicata, for fraud, corruption or for any offense committed in connection with the award or performance of a contract financed by AFD;
2.3 To appear on the lists of financial sanctions adopted by the United Nations, the European Union and / or France, in particular with regard to the fight against the financing of terrorism and against attacks on international peace and security;
