The World Bank Supports the Government of Tunisia and Particularly the Social Protection Sector through Several Strategic Commitments; Some of Which are Financed by Trust Funds; Including the Tunisia Economic Resilience and Inclusion Framework Program (Teri); Launched in March 2021; And Designed to Support the Tunisian Government in its Objectives of Strengthening the Country's Economic Resilience and Inclusion. Teri Aims to Create a Strategic Partnership Involving the Government and Key Partners and Align Support with the Priorities Outlined in the World Bank's Country Partnership Framework. In Addition to Providing a Platform for Coordination; This will Foster Synergies and Complementarities between Different Instruments and Programs and Provide the Flexibility and Agility Needed to Support Future Reforms and Respond to crises.a New Child Trust Fund has been Established under Teri Entitled Strengthening Social Services for Poor and Vulnerable Households; Groups and Individuals in Tunisia through the Strengthening of Legal Aid Mechanisms and the Implementation of an Integrated Delivery System Which will be Implemented through the Spla (Social Protection and Legal Aid) project.the Spla Project is Complementary to the Covid-19 Social Protection Emergency Response Support (p176352) Project; Launched in 2021; With a Total Amount of Usd 700 Million and Aimed at Providing Financial Support to Poor and Vulnerable Households Affected by the Covid-19 Pandemic and Contributing to the Strengthening of the Social Protection System in Tunisia. To Complement the Cost of the Covid-19 Social Protection Emergency Response Support (p176352) Project and Support this Operation; The World Bank and Other Development Partners have Explored the Possibility of Mobilizing Additional Financing in Trust Funds as Part of a Well-Coordinated and Substantial International Support to Help Tunisia Respond to the Covid-19 Crisis. This Partnership and Coordination Platform is Aligned with a Three-Year Government Reform Agenda through Intensive Policy Dialogue and Regular Technical Assistance; With a Strong Pillar on Social Protection reform.the Spla Project Aims to Improve Access to Social Protection and Justice for the Most Vulnerable Groups; Including Households in Precarious Situations; Children; Women Victims of Violence; As Well as Victims of Human Trafficking. It is Structured around Three Main Components:1. Component 1: Support to the Government's Social Protection Reforms; Including the Strengthening of the Amen Social Program; To Extend its Reach to the Most Vulnerable Households and Improve the Performance and Quality of Social Protection Services Provided; Including Legal Aid.2. Component 2: Improving Access to Justice for the Poor; Vulnerable; Discriminated against and Marginalized by Integrating Justice Services into Social Protection Systems (e.g.; Empowering Social Workers to Provide Basic Legal Information); And by Strengthening the Quality of and Access to Legal Aid Services; Including Legal Aid Offices.3. Component 3: Support the Government's Capacity to Strengthen and Implement Adopted Solutions and Support Their Sustainability through a Robust Approach to Learning and Knowledge management.similarly; The Social Protection Sector in Tunisia is Supported by “Govtech” Loan Contracted by the Government of the Republic of Tunisia from the World Bank to Finance the Digital Transformation Program for Citizen-Oriented Public Services Govtech in 2019. The Development Objective of the Govtech Project is to Improve Equitable Access; Quality and Accountability of Selected Social Protection and Education Services through a Govtech Approach. It has Three Components :* First Component to Improve the Efficiency; Accountability and User-Friendliness of Social Protection Delivery* Second Component to Strengthen the Capacity of the Public and Private Sectors for Faster and More Responsive Service Delivery;* Third Component; Enhanced Connectivity in Social Protection; Which Aims to Accelerate the Implementation of the Solutions Provided under the First and Second components.the Ministry of Social Affairs (Mosa) Also Benefits from the Support of Partners Such as Undp; Uniceffor the Development and Implementation of Important Components of the Social Protection Information System. Eurepeean Union through “Handicap International” is Also Supporting Mosa; In the Development and Implementation of a Digital Platform for Obtaining Qr Code Disability cards.thus; In this Context; The Mosa Plans to Develop its Social Protection Information System in Order to Optimize Social Benefits; Improve the Operational Performance of Programs and Keep Pace with Technological developments.in this Context; The World Bank is Recruiting a Consulting Services Firm to Support the Mosa in its Digital Transformation Journey and Provide Project Management Asssitance (Amoa) for the Redesign and Deployment of the Integrated Information System of Social Protection Services in Tunisia.
