Tenders are invited for Recruitment of Technical Evaluation Panel (TEP) Members.
1. Millennium Challenge Account Liberia (MCA-Liberia), has concluded evaluation of applications for the “Recruitment of Technical Evaluation Panel (TEP) Members”, and the following individual consultants will be issued Framework Agreements:

Duration: 12 months with an option to extend for 12 months.

Summary and Scope of the Requirement:
Whenever the need arises, MCA-Liberia may award a service contract, under the respective Framework Agreements, to individual consultants, listed above, with expertise in the following types of upcoming consulting services assignments to participate as Technical Evaluation Panel members in the evaluation of proposals received in response to Request for Proposals (RFPs):
a) Watershed Management Studies,
b) Agriculture Training and Community Based Natural Resources Management,
c) Water Sanitation and Hygiene (WASH),
d) Customer Classification and Feeder Mapping Study,
e) Electricity Cost of Service Study,
f) Electricity Demand and Willingness to Pay Study,
g) Medium Small Micro Enterprises Productive Uses of Electricity and Energy Efficiency,
h) Institutional Strengthening/Capacity Building Services,
i) Geographical Information Services (GIS) Services,
j) Design and Engineering Consultancy (with FIDIC experience) for Liberia Water and Sewer Corporation (LWSC) Water Pipeline,
k) Design Consultancy for Customer Service Center Feasibility Study,
l) Operator Census Consultant, and
m) Other relevant consulting services assignments.
MCA-Liberia will select, at its discretion, any of the individual consultants to participate as TEP members in the evaluation of proposals. TEP members will be selected based on their technical qualifications and the type of consulting assignment to be evaluated. MCA-Liberia may also add technical advisors to the TEP and observers of the evaluation process.
