Name of Project: Promotion of human security and community resilience in the Sahel
Duration of assignment / services: Thirty (30) days for each lot

1. BACKGROUND
Chad, like four other Sahel countries (Burkina Faso, Mali, Mauritania and Niger) benefited in 2013 from a Japanese government funding as part of the Tokyo International Conference on African Development (TICAD) V for the implementation of the Regional Programme for the enhancement of human security and community resilience in the Sahel.
Nationally, the UNDP Country Office implements the components 1 and 2 in the regions of Sila, Ouaddai, Guera and Mandoul. The project's overall objective is to strengthen the formal and informal mechanisms at EU level to promote social cohesion, security and community resilience. This is the amplification of the activities related to the consolidation of peace and social cohesion initiated in Phase 1.
As part of the implementation of the project, the platforms are installed on different sites, both east (Guera, Ouaddai and Sila) and south of the country (Mandoul and Moyen Chari).
Thus, equipment (mills, shellers, oil press, welder, generating sets etc.) were acquired by the project for the PTFM Guera Region but the facility is made possible for operational constraints .
The platforms Regions Mandoul and Moyen Chari are operational but most facilities are old and broken. The profits are absorbed by the costs of operation and maintenance of equipment and this is hardly bearable by the sponsoring unions. New equipment is acquired for the benefit of those platforms.
Expertise is sought in order to make the operational platforms of Gera, Mandoul and Moyen Chari.
Main objective
This is to operationalize the multifunctional platforms of Gera, Mandoul and Moyen Chari to support agro-processing activities with the aim of further increasing the level of income of the beneficiary communities.
Specific objectives
Install or repair equipment multifunctional platforms in Regions of Gera, Mandoul and Moyen Chari

Create local technical capacity to ensure optimum operation and maintenance of equipment

Expected results
The equipment (mills, shellers, oil press, welder, generator group etc.) of 05 platforms Gera, 06 platforms Mandoul and Moyen Chari 04 platforms are installed or repaired

At least, for installation, 2 milling / millers are formed when starting the engine and operation of each module installed and the small maintenance of equipment and safety practice around the PTFM;

2. SCOPE AND DESCRIPTION OF THE REQUEST OF WORK, RESPONSIBILITIES OF THE CONSULTANT
Under the responsibility of the UNDP Sustainable Development Programme Manager, the consultant will have specific tasks:
The installation of new equipment and accessories (Moulins, shellers, oil press, welder, generating sets etc.) platforms;

Repair and maintenance of old equipment (mills, shellers, oil press, welder, generating sets etc.) multifunctional platform;

manufacturing parts and other materials necessary for the installation of the platform;

installation of the electric system and the cooling and exhaust systems;

assembly and test equipment;

training of milling / millers in the operation of all installed modules with a focus on the different variants of multifunctionality;

The formation of the management committee on the safety instructions on the inside of the platform.

The production of a report delivery

3. REQUIRED EXPERIENCE AND QUALFICATIONS
Technical Expert must:
Have at least five years of experience in electromechanical engineering, especially mechanical engineering and metal construction;

Have solid experience in appropriate technologies to rural areas, including the mills;

Have proven experience in diesel engines as well as in the area of ​​operation of electrical systems;

Have field experience in rural areas;
